MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, FEBRUARY 13, 2017

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, February 13, 2017

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            PRESENT:  Councilmembers Maria Bodner, Rich Garde, Chris Birdsell, Herb Sievers, John Kolkovich,  Ryan Pritchett,  Jeff Scanzoni,  Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, Public Works Director Mike Kuethe, City Treasurer Kathy Legendre and Police Chief Jeff Doerr.

           

            EXCUSED:  Alderman Chad Plenske.

 

            Prior to the approval of the Consent Agenda, a motion was made by Kolkovich, seconded by Sievers to remove the Invoice for $7,125.00 from the Consent Agenda for Sandberg, Phoenix and von Gontard.  The motion passed with 5 Ayes (Bodner, Birdsell, Sievers, Kolkovich, Scanzoni) and 2 Nayes (Garde and Pritchett).

            A motion was made by Pritchett, seconded by Sievers to pay Invoice to Sandberg, Phoenix and von Gontard for $7,125.00 that had just been removed from the Consent Agenda.  Ayes:  Sievers, Pritchett, Scanzoni, Bodner, Garde, Birdsell.  Nayes:  Kolkovich.  Absent:  Plenske.  Motion carried 6 Ayes; 1 Naye.

Received an e-mail from Congressman Rodney Davis’s office requesting to use the back conference room at City Hall for their travelling help desk program.  This will be on Tuesday, February 28 from 10:00 to 11:30 A.M.

            Certificate of Deposit recently cashed in at Bank of Springfield:

            Bond and Interest Fund--$300,000.00 plus $7,286.46 interest

 

            Investments recently purchased at First National Bank:

            Bond/Interest Fund - $300,000.00 for 29 months at 1.61%

            Watermain Fund - $100,000.00 for 18 months at 0.60%

            Reserve Fund - $30,000.00 for 29 months at 1.61%

Motion by Scanzoni, seconded by Bodner to pay Invoice dated February 1, 2017

from John H. Crawford & Associates for Annexation Maps and Survey work completed on the Janus property in the amount of $4,124.50.  Ayes:  Kolkovich, Pritchett, Scanzoni, Bodner, Garde, Birdsell.  Nayes:  Sievers.  Absent:  Plenske.  Motion carried 6 Ayes; 1 Naye.

           

FINANCE–

UTILITIES-

 

Motion by Garde, seconded by Scanzoni to approve installation of gas main and service to the water treatment plant, from Ameren Illinois, at a quoted cost of $1,744.00.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Sievers, Kolkovich.  Nayes:  Birdsell.   Absent:  Plenske.  Motion carried 6 Ayes; 1 Naye.         

 

Motion by Garde, seconded by Birdsell to reimburse Tim Bouillon for Continuing Education at Southern Illinois University – Edwardsville at a cost of $50.00.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Birdsell, Sievers, Kolkovich.  Nayes:  None. Absent:  Plenske.  Motion carried.

 

Motion by Garde, seconded by Scanzoni to reimburse Tim Kershaw for Continuing Education at Southern Illinois University – Edwardsville at a cost of $50.00.  Ayes:  Scanzoni, Bodner, Garde, Birdsell, Sievers, Kolkovich, Pritchett.  Nayes:  None.  Absent:  Plenske.  Motion carried.

 

Motion by Garde, seconded by Scanzoni to reimburse Mike Kuethe for Continuing Education at Southern Illinois University – Edwardsville at a cost of $50.00.  Ayes:  Bodner, Garde, Birdsell, Sievers, Kolkovich, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Plenske.  Motion carried.

 

Motion by Garde, seconded by Bodner to approve acceptance of two student interns, Jared Allen and Gene Brackman, as interns at the water treatment plant from May 15, 2017 to July 21, 2017.  Ayes:  Garde, Birdsell, Sievers, Kolkovich, Plenske, Scanzoni, Bodner.  Nayes:  Pritchett.  Absent:  Plenske.  Motion carried 6 Ayes; 1 Naye.  Alderman Pritchett asked if the interns would be paid, but they are not as this is a requirement that must be met to complete the program.

 

Motion by Garde, seconded by Birdsell authorizing Public Works Director Mike Kuethe to sign Field Practice Agreement from Southern Illinois University – Edwardsville establishing an educational relationship relating to two interns at the water treatment plant.  Ayes: Birdsell, Sievers, Kolkovich, Scanzoni, Bodner, Garde.  Nayes:  Pritchett.  Absent:  Plenske.  Motion carried 6 Ayes; 1 Naye. 

 

STREET-

 

Motion by Sievers, seconded by Birdsell to approve Revised Motor Fuel Tax List of Warrants for maintenance period   ending December 31, 2015.  Ayes:  Sievers, Kolkovich, Pritchett, Scanzoni, Bodner, Garde, Birdsell.  Nayes:  None.  Absent:  Plenske.  Motion carried.

 

Motion by Sievers, seconded by Pritchett giving Mayor Neuhaus authority to sign documents closing out the 2016 M.F.T. Program.  Ayes:  Bodner, Garde, Birdsell, Sievers, Kolkovich, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Plenske.  Motion carried.

 

Motion by Sievers, seconded by Birdsell to approve Resolution for 2017 M.F.T. Maintenance Program in the amount of $159,092.50.  Ayes:  Garde, Birdsell, Sievers, Kolkovich, Scanzoni, Bodner.  Nayes:  Pritchett.  Absent:  Plenske.  Motion carried 6 Ayes; 1 Naye.

 

Motion by Sievers, seconded by Kolkovich to approve purchase of two new trash pumps and a portable compact generator at a cost not to exceed $2,500.00.  Ayes:  Birdsell, Sievers, Kolkovich, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Plenske.  Motion carried.

 

Motion by Sievers, seconded by Bodner to pay Invoice dated January 20, 2017 from the Macoupin County Highway Department for the City’s portion (50%) for the culvert removal and  replacement on the Windy Hill Road Project in the amount of $15,305.29.  Ayes:  Kolkovich, Pritchett, Scanzoni, Bodner, Garde, Birdsell.  Nayes:  Sievers.  Absent:  Plenske.  Motion carried 6 Ayes; 1 Naye.
