City Council Meeting Minutes--March 27, 2017

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 27, 2017

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 27, 2017

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            PRESENT:  Councilmembers Maria Bodner, Rich Garde, Chris Birdsell, Herb Sievers, John Kolkovich,  Chad Plenske, Ryan Pritchett,  Jeff Scanzoni,  Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, Public Works Director Mike Kuethe, City Treasurer Kathy Legendre and Police Chief Jeff Doerr.

           

            EXCUSED:  None.

 

            Prior to the approval of the Consent Agenda, a motion was made by Kolkovich, seconded by Sievers to remove the Invoice for $7,125.00 from the Consent Agenda for Sandberg, Phoenix and von Gontard.  The motion passed with 7 Ayes (Bodner, Garde, Birdsell, Sievers, Kolkovich, Plenske, Scanzoni) and  Naye  (Pritchett).  Absent:  None.  Motion carried.

 

            A motion was also made by Garde, seconded by Pritchett to remove Invoice #22625

            for Kohnen Air Conditioning and Heating from the Consent Agenda so this can be

            taken back to committee for further discussion.  Ayes:  Birdsell, Sievers, Kolkovich, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  None.  Motion carried.

            A motion was made by Pritchett, seconded by Bodner to pay Invoice to Sandberg, Phoenix and von Gontard for $7,125.00 that had just been removed from the Consent Agenda.  Ayes: Plenske, Pritchett, Scanzoni, Bodner, Garde, Birdsell.  Nayes:  Kolkovich, Sievers.   Absent:  None.  Motion carried 6 Ayes; 2 Nayes.

           

V.        GUESTS

           

            Rick Johnson asked a question to Attorney Lading regarding the burning of household trash in a burn barrel.  Phil stated that if this was done in the City limits of Staunton, the individual could be charged with either an Ordinance Violation or a State Offense.  If this happened in the County, it could be a State Offense or possibly a misdemeanor.

 

 

 

 

                       

VI.      CORRESPONDENCE

 

Received a note from City Maintenance Supervisor Dick Brown requesting to change his employment status from a full time employee to a part time employee.  The note was dated March 14, 2017.

           

            Received a letter from the Boeing Bicycle Club thanking the City of Staunton for their

efforts and support of the Tour De Donut bicycle race.  They also sent a donation check with the letter for $3,200.00

 

Received a letter from Ailee Taylor of Net Community Church requesting to close Elm Street from Main Street north to where the street ends on Saturday, April 8, 2017, from 10:00 A.M. to 3:30 P.M.  This is for an Open House and Community Celebration of the Staunton Helping Hands Center (formerly the Staunton Food Pantry).  Mrs. Taylor also requested the use of barricades to block the street.

 

            Received a letter from Madison Communications reporting their success in exceeding

            requirements regarding complaint reporting to the Illinois Commerce Commission.

 

VII.     TREASURER’S REPORT

 

            Investment recently cashed in at First National Bank:

            Watermain Fund--$250,000.00 plus $1,352.15 interest

 

VIII.   CITY CLERK’S REPORT

 

The Consolicated Election will be held on Tuesday, April 4, 2017.  Precincts one  through five will vote at the Crystal Ballroom.  The polls will be open from 6:00 A.M. through 7:00 P.M.

 

IX.      COMMITTEE REPORTS

 

            PUBLIC HEALTH & SAFETY  -

 

Motion by Plenske, seconded by Scanzoni to grant request from Net Community Church to close Elm Street north of Main Street to where the street ends on Saturday, April 8, 2017, from 10:00 A.M. to 3:30 P.M. for the Open House and Community Celebration of the Staunton Helping Hands Center.  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Birdsell, Sievers, Kolkovich.  Nayes:  None.  Absent:  None.  Motion carried.

           

            PARK & CIVIC IMPROVEMENT –

 

            Nothing to report.

 

FINANCE–

 

Motion by Pritchett, seconded by Garde to pay Invoice dated March 14, 2017 from John H. Crawford & Associates for Field Surveying on the Gensing Creek Drainage Project in the amount of $7,500.00.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Birdsell, Sievers, Kolkovich, Plenske.  Nayes:  None.  Absent:  None.  Motion carried.

           

UTILITIES-

 

Motion by Garde, seconded by Kolkovich to reimburse Roberta Robbs for the City’s portion of a sewer repair at 414 East 4th Street in the amount of $913.00.  Ayes:  Scanzoni, Bodner, Garde, Birdsell, Sievers, Kolkovich, Plenske, Pritchett.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Garde, seconded by Pritchett to approve Proposal No. F-9576-R1 from Vandevanter Engineering to do repairs on the Flygt CP 3305-180 Pump at the main lift station at a cost of $18,945.42.  Ayes:  Bodner, Garde, Birdsell, Sievers, Kolkovich, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  None.  Motion carried.

 

STREET-

 

Motion by Sievers, seconded by Kolkovich to approve “Acceptance of Proposal to    Furnish Materials and Approval of Award” from JTC Petroleum for road maintenance in the amount of $69,326.50.  Ayes:  Garde, Birdsell, Sievers, Kolkovich, Plenske, Pritchett, Scanzoni, Bodner.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Sievers, seconded by Bodner to appove “Acceptance of Proposal to Furnish Materials and Approval of Award” from Beelman Logistics for road maintenance in the amount of  $48,431.00.  Ayes:  Birdsell, Sievers, Kolkovich, Plenske,  Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  None.  Motion carried.

 

            PUBLIC GROUNDS-

            TOURISM –

            PERSONNEL –

 

Motion by Pritchett, seconded by Bodner to change Dick Brown’s employment status with the City of Staunton from a full time employee to a part time employee.   Ayes:  Sievers, Kolkovich, Plenske, Pritchett, Scanzoni, Bodner, Garde, Birdsell.  Nayes:  None.  Absent:  None.  Motion carried.  Mr. Brown’s hours will be kept under 1,000 for the calendar year.
