MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD AT THE PUBLIC WORKS BUILDING, 914 N. EASTON ST., STAUNTON, ILLINOIS ON MONDAY, MAY 8, 2017
I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 8, 2017.
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:

Received a Letter of Resignation from Rick Johnson, dated May 2, 2017, stating that he will be resigning from the City of Staunton Police Board of Commissioners. Rick will be terminating his position effective May 7, 2017.
Received a letter from Julie Jarman, Librarian for the Staunton Public Library, requesting to use the band shelter at City Hall for their finale of the Summer Reading Program on Friday, June 30, 2017 from 8:00 A.M. to 12:00 P.M. In case of inclement weather, Julie is requesting to use the library basement that same day. They have requested to have rental fees waived.
Received an e-mail from Bill and Aisha Boster of the Staunton Baseball/Softball League, requesting approval from the City for the League to have their annual parade on Saturday, May 20, 2017 at 10:00 A.M.
Received a Liquor License Application from the Staunton Fire Department for their annual Homecoming Celebration, which will be held on June 23, 24 and 25, 2017. They are requesting to have the liquor license fee to be waived.

PUBLIC HEALTH & SAFETY -
Motion by Plenske, seconded by Johnson to grant request from the Staunton Baseball/Softball League to have their annual parade on Saturday, May 20, 2017 at 10:00 A.M. Ayes: Johnson, Plenske, Pritchett, Scanzoni, Garde. Nayes: None. Absent: Bodner, Sievers. Motion carried.
Motion by Plenske, seconded by Johnson to issue liquor license to the Staunton Fire Department for their annual Homecoming Celebration on June 23, 24 and 25, 2017, with the liquor license fee being waived. Ayes: Plenske, Prichett, Scanzoni, Garde, Johnson. Nays: None. Absent: Bodner, Sievers. Motion carried.
PARK & CIVIC IMPROVEMENT –
Motion by Scanzoni, seconded by Pritchett to approve request from the Staunton Public Library granting them the use of the band shelter at City Hall for their Summer Reading Program Finale on Friday, June 30, 2017 from 8:00 A.M. to 12:00 P.M., with the rental fee being waived. In case of inclement weather, the program will be moved to the library basement. Ayes: Pritchett, Scanzoni, Garde, Johnson, Plenske. Nayes: None. Absent: Bodner, Sievers. Motion carried.
FINANCE–
Motion by Pritchett, seconded by Plenske to waive bid requirements and approve accounting software update for City Hall computers from Civic Systems in the amount of $29,200.00. This motion requires a 2/3 vote, and with only 5 Aldermen present at the meeting, Mayor Neuhaus will be voting on this motion as well. Ayes: Scanzoni, Garde, Johnson, Plenske, Pritchett, Neuhaus. Nayes: None. Absent: Bodner, Sievers. Motion carried.
Motion by Pritchett, seconded by Johnson to approve Invoice dated April 11, 2017 from Kerber, Eck & Braeckel for progress billing for preparation of the April 30, 2017 audit in the amount of $2,500.00. Ayes: Garde, Johnson, Plenske, Pritchett, Scanzoni. Nayes: None. Absent: Bodner, Sievers. Motion carried.
Motion by Pritchett, seconded by Plenske to pay Invoice #2116 to Auto Sound and Security for new phone system at the Police Department and City Hall at a cost of $4,460.00. This was approved for $4,085.00 at the March 13, 2017 City Council Meeting, however, another phone was added at the Police Department which contributed to the increased cost in materials and labor. Ayes: Johnson, Plenske, Pritchett, Scanzoni. Abstain: Garde. Nayes: None. Absent: Bodner, Sievers. Motion carried 4 Ayes; 1 Abstain.

Ayes: Plenske, Pritchett, Scanzoni, Garde, Johnson. Nayes: None. Absent: Bodner, Sievers. Motion carried.
