MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 14, 2017

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 14, 2017

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

VI.      CORRESPONDENCE

 

Received an e-mail from Poonam Jain on behalf of the ITS Bike Trail Committee.  Dr. Jain is requesting to use the South Water Tower Park on August 26, 2017 from 7:00 A.M. to 12:00 P.M. for a Bike Safety Fair for local kids.  She is asking to have the park rental fee waived for the event.  Mayor Neuhaus has also been contact by Dr. Jain and she asked to use some City owned tables and chairs as well.

 

VII.     TREASURER’S REPORT

 

            Investments recently purchased at Bank of Springfield  for 13 months at 1.30%:

            Bond / Interest Fund - $100,00.00

            Infrastructure Fund - $50,000.00

            Water Fund - $100,000.00

            Telecommunications Fund - $50,00.00

 

VIII.   CITY CLERK’S REPORT

 

Republic Services, one of the licensed trash haulers for the City of Staunton, will be

discontinuing residential services to our area on August 9th.  They have sent a letter to their customers informing them of this.  As of this time, we will have four licensed 

            residential trash haulers in the City of Staunton.

 

            Kerber, Eck and Braeckel, LLP has done their on site visit for the annual City Audit

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Bodner, seconded by Johnson to advertise hiring for part time police dispatchers.  Ayes:  Johnson, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

           

            PARK & CIVIC IMPROVEMENT –

 

Motion by Scanzoni, seconded by Bodner to grant request from the ITS Bike Trail Committee to use the South Water Tower Park on Saturday, August 26, 2017 from 7:00 A.M. to 12:00 P.M. for a Bike Safety Fair for local kids, with the park rental fee being waived, and also to use City owned tables and chairs.  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

FINANCE–

 

Motion by Pritchett, seconded by Johnson to reimburse Illinois Public Risk Fund $4,012.10 for overpayment of workers compensation benefit paid to the City of Staunton regarding  File # 15C08G321892.  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

Motion by Pritchett, seconded by Bodner to renew health insurance for City of Staunton full time employees from CBIZ Benefits & Insurances of Illinois (Blue Cross / Blue Shield of Illinois), with a 1.05% rate decrease, effective October 1, 2017.  The monthly renewal premium will be $779.31 per employee (down from $787.58 per employee).  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Johnson, Plenske.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

UTILITIES-

 

Motion by Garde, seconded by Pritchett to pay Invoice #S1127319.003 to Schulte Supply for stock water meters in the amount of $20,973.75.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Johnson, Plenske.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

Motion by Garde, seconded by Plenske to pay Invoice #S1127319.004 to Schulte Supply for stock water meters in the amount of $1,713.75.  Ayes:  Scanzoni, Bodner, Garde, Johnson, Plenske, Pritchett.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

Motion by Garde, seconded by Scanzoni to accept quote from Vandevanter Engineering for One Year Annual Preventative Maintenance Contract for the main lift station at a cost of $5,056.00 for the 2017 – 2018 Fiscal Year.  Ayes:  Bodner, Garde, Johnson, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

Motion by Garde, seconded by Bodner to accept quote from Vandevanter Engineering for One Year Annual Preventative Maintenance Contract for the McKay, Timberview, Stonecreek, Canadian Crossing and Hi-Café Lift Stations at a cost of $2,091.00 for the 2017 – 2018 Fiscal Year.  Ayes:  Garde, Johnson, Plenske, Pritchett, Scanzoni, Bodner.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

Motion by Garde, seconded by Scanzoni to pay Invoice #22625 to Kohnen Air Conditioning & Heating for fan repair at the water treatment plant in the amount of $1,105.00.  Ayes:  Johnson, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

STREET-

 

Motion by Garde, seconded by Johnson to advertise for asphalt bids for the Pearl Street resurfacing project.  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

            TOURISM –

 

Motion by Johnson, seconded by Bodner to apply for the Liquor License for the upcoming Balloon Glow, which will be held on August 19, 2017 (verbal approval was given to City Hall Office and application has been sent in).   Alderman Johnson stated that the Liquor License for the event has been approved and received.  Ayes:  Bodner, Garde, Johnson, Pritchett, Scanzoni.  Nayes:  Plenske.  Absent:  Boster, Sievers.  Motion carried 5 Ayes; 1 Naye.

Motion by Johnson, seconded by Bodner to approve Ordinance #1901 Establishing Emergency And Temporary Parking Restrictions For City Of Staunton’s Balloon Glow Event On August 19, 2017.  Ayes:  Scanzoni, Bodner, Garde, Johnson, Plenske, Pritchett.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

Motion by Johnson, seconded by Scanzoni to waive 1st reading of Ordinance #1902 Prohibiting Possession Of Coolers Within the Staunton Fireman’s Park or Alcoholic Beverages Outside Of The Delineated Fenced-In Area At Balloon Glow Festival.  Ayes:  Bodner, Garde, Johnson, Plenske, Scanzoni.  Nayes:  Pritchett.  Absent:  Boster, Sievers.  Motion carried 5 Ayes; 1 Naye.

 

Motion by Johnson, seconded by Garde to approve Ordinance #1902 Prohibiting Possession Of Coolers Within the Staunton Fireman’s Park or Alcoholic Beverages Outside Of The Delineated Fenced-In Area At Balloon Glow Festival.  Ayes:  Garde, Johnson, Plenske, Scanzoni, Bodner.  Nayes:  Pritchett.  Absent:  Boster, Sievers.  Motion carried 5 Ayes; 1 Naye.  Five police officers, including Chief Doerr will be on duty for this event, and they will be monitoring the fenced in  area. 

 

Motion by Johnson, seconded by Garde to approve Resolution #2017-14 Declaring Surplus Property And Authorizing Its Disposition.  Ayes:  Johnson, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Boster, Sievers.  Motion carried.

 

Motion by Johnson, seconded by Garde to approve Resolution #2017-15 Approving And Authorizing The Execution Of A Contract With Circus Kaput To Perform At 2017 Balloon Glow Festival at a cost of $500.00.  Ayes:  Plenske, Scanzoni, Bodner, Garde, Johnson.  Nayes:  Pritchett.  Absent:  Boster, Sievers.  Motion carried 5 Ayes; 1 Naye.

XI.    NEW BUSINESS-

             

Alderwoman Bodner congratulated all of those that were inducted at the Wall of Honor event held yesterday afternoon.  She also gave special thanks to the Staunton School District for the use of the multi-purpose room.
