MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 9, 2017

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 9, 2017

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            ATTENDING:  Councilmembers Maria Bodner, Rich Garde, Rick Johnson, Bill Boster, Ryan Pritchett, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok and City Attorney Phil Lading

                       

            NOT ATTENDING:   Aldermen Chad Plenske and Herb Sievers, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.

VIII.   CITY CLERK’S REPORT

 

            City Clerk Stiegemeier reminded residents that they can burn yard waste every day starting on October 15th and continue through December 15th.  This applies strictly to yard waste only and no household trash.

FINANCE–

 

Motion by Pritchett, seconded by Johnson to pay Invoice #407838 to Sandberg, Phoenix & von Gonatard  for Professional Service related to Special Projects and Collective Bargaining in the amount of $3,926.54.  Ayes:  Johnson, Boster, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Plenske, Sievers.  Motion carried.

 

Motion by Pritchett seconded by Johnson to pay Invoice #406719 to Sandberg, Phoenix & von Gontard for Professional Services regarding the water treatment plant in the amount of $157.06.  Ayes:  Boster, Pritchett, Scanzoni, Bodner, Garde, Johnson.  Nayes:  None.  Absent:  Plenske, Sievers.  Motion carried.

 

Motion by Pritchett, seconded by Scanzoni to accept low bid from Illini Tech for a new server and workstations at City Hall in the amount of $12,447.78.  Ayes:  Boster, Pritchett, Scanzoni, Bodner, Garde, Johnson.  Nayes:  None.  Absent:  Plenske, Sievers.  Motion carried.

            A motion was made by Johnson to table Ordinance #1913 An Ordinance Amending

            Staunton Revised Code Chapter 38 To Create Division IX – Storm Water Utility. 

            Due to the lack of a second, the motion failed.

 

 

Motion by Johnson, seconded by Pritchett to approve Ordinance #1913 An Ordinance Amending Staunton Revised Code Chapter 38 To Create Division IX – Storm Water Utility.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Boster.  Nayes:  Johnson.  Absent:  Plenske, Sievers.  Motion carried 5 Ayes: 1 Naye.

           

1st reading of Ordinance #1914 Approving An Annexation Agreement With

Richard & Mary Beth Rae To Annex Property Located At 9360 Schaefer Road,

Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation)

 

Motion by Johnson, seconded by Garde to approve Resolution #2017-15 Declaring Trick-Or-Treat Hours In Staunton, Illinois.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Johnson, Boster.  Nayes:  None.  Absent:  Plenske, Sievers.  Motion carried.

 

Motion by Johnson, seconded by Pritchett to approve Resolution #2017-16 Approving An Agreement For Retention Of TIF Counsel.  Ayes:  Scanzoni, Bodner, Garde, Johnson, Boster, Pritchett.  Nayes:  None.  Absent:  Plenske, Sievers.  Motion carried.

           Motion by Bodner, seconded by Johnson to go in to Executive Session at 7:07 P.M. to

discuss Personnel and Litigation.   Ayes:  Bodner, Garde, Johnson, Boster, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Plenske, Sievers.  Motion carried. 

 

           Motion by Johnson, seconded by Bodner to return to regular order of business at 7:37

           P.M.  Ayes:  Johnson, Boster, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None. 

           Absent:  Plenske, Sievers.  Motion carried.
