City Council Meeting Minutes--October 23, 2017

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 23, 2017

I. CALL TO ORDER:

Mayor Pre-Tem Rich Garde called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 23, 2017

II. PLEDGE OF ALLEGIANCE:

Mayor Pro-Tem Rich Garde led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Maria Bodner, Rich Garde, Rick Johnson, Ryan Pritchett, Jeff Scanzoni, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

NOT ATTENDING: Aldermen Bill Boster, Chad Plenske and Herb Sievers and Mayor Craig Neuhaus.

V. GUESTS

Patrick Hague expressed concern in the fact that it has been six months since the election and Alderman Herb Sievers hasn’t attended one meeting in that time frame. Sievers still holds the position of Ward 2 Alderman. Mr. Hague feels that either Alderman Sievers needs to send in a letter of resignation or fulfill his duties as Alderman, or the City Council should take action to remove him from office. Mr. Hague also expressed concern that the open position on the Police Commission Board needs to be filled as soon as possible. Rick Johnson had served in this capacity, but had to resign due to the fact that he was elected Ward 2 Alderman in the April election and was unable to retain his position on the board due to a conflict of interest.

VI. CORRESPONDENCE

Received a Letter of Resignation from full time Police Officer Carlos (Chuck) Deprow, dated October 9, 2017, with his last day of full time employment effective October 14, 2017. Mr. DeProw has requested to remain as a part time Police Officer for the department.

VII. TREASURER’S REPORT

The annual Treasurer’s Report for the City of Staunton has been completed for the fiscal year ending April 30, 2017, and a motion to accept will be during the Finance Committee Report.

VIII. CITY CLERK’S REPORT

City Hall Office will be closed on Friday, Novemeber 10, 2017 for the Veteran’s Day

Holiday. All Public Works Employees will be off that day as well. Agenda items for the November 13th meeting will need to be turned in by Thursday, November 9.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Pritchett to approve hiring Kurt Kozak as full time Police Officer from the recently approved full time placement list compiled by the Police Commission. Kurt’s start date was October 15, 2017 and this is filling the vacancy left by Carlos (Chuck) Deprow’s resignation. Ayes: Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Abstain: Johnson. Absent: Boster, Plenske, Sievers. Motion carried 4 Ayes; 1 Abstain.

Motion by Bodner, seconded by Pritchett to approve the purchase of a 2018 Dodge Charger Police Car from Staunton Chrysler- Dodge- Jeep- Ram at a cost of $24,808.00. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: Boster, Plenske, Sievers. Motion carried.

Motion by Bodner, seconded by Johnson to approve spending up to $3,500.00 for equipment to outfit the new 2018 Dodge Charger Police Car. Ayes: Scanzoni, Bodner, Garde, Johnson, Pritchett. Nayes: None. Absent: Boster, Plenske, Sievers. Motion carried.

PARK & CIVIC IMPROVEMENT –

Nothing to report.

FINANCE–

Motion by Pritchett, seconded by Bodner to approve payment to the Police Pension Fund for the annual contribution in the amount of $150,341.00. Ayes: Bodner, Garde, Johnson, Pritchett, Scanzoni. Nayes: None. Absent: Boster, Plenske, Sievers. Motion carried.

Motion by Pritchett, seconded by Bodner to accept the City of Staunton’s Annual Treasurer’s Report for the fiscal year ending April 30, 2017. Ayes: Garde, Johnson, Pritchett, Scanzoni, Bodner. Nayes: None. Absent: Boster, Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Bodner to approve Ordinance #1914 Approving An Annexation Agreement With Richard & Mary Beth Rae To Annex Property Located At 9360 Schaefer Road, Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation). Ayes: Johnson, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: Boster, Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Pritchett to approve Resolution #2017-17 A Resolution Regarding The Release Of Executive Session Minutes For The City Of Staunton. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: Boster, Plenske, Sievers. Motion carried.
