MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, MAY 14, 2018

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 14, 2018

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            ATTENDING:  Councilmembers Maria Bodner, Rich Garde, Ray Scroggins, Chad Plenske, Anthony Schrauth, Ryan Pritchett,  Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

 

            ELECTRONIC ATTENDANCE:  Alderman Jeff Scanzoni.

            Alderman Scanzoni lost cell phone service at this time and was not available for the next several motions.

           

V.        GUESTS

           

            Dave Volentine from Rooster’s Pub stated that he has contacted 97.5 The Rock radio station, and Dave has asked them if they would like to do a live broadcast the day of Ribfest.  Mayor Neuhaus will be in touch with Mr. Volentine regarding the details.

 

            Derrick Taylor, lead pastor of Net Community Church was in attendance asking for the Council’s support of the Ordinance that will be voted on at tonight’s meeting regarding the request for a Special Use Permit for the property at 1255 S. Hackman Street.  Derrick presented a hand out to the Council, outlining several of their intended “perks” to the City, should the church acquire the property.  A copy of the complete hand out is attached with tonight’s meeting minutes.                                                                                             

VI.      CORRESPONDENCE

 

Received a Letter of Resignation from part time City Hall employee Cynthia Broderick, effective April 30, 2018

 

             Received a Letter of Resignation from part time Police Dispatcher James Bianco,

             effective May 9, 2018

 

Received an email from Rooster’s Pub requesting to close Elm Street from Main   Street to Duda Garden on Sunday, May 20th from 3:00 to 7:00 P.M. for a Poker Run.  They are also asking the City to provide barricades for the event.

 

Received a request from the VFW Post #1241 asking the City to furnish hot dogs for the lunch after the Memorial Day Parade.  A purchase order will be filled out for the food.

 

             Received a letter from Norman Carnaby regarding his Eagle Scout Project that he

             presented at the last City Council Meeting.  He will be erecting a memorial at Duda

             Garden, and a copy of his letter is included with the agenda packet.

 

             Received an email from Carrie Borgini, Staunton Chamber of Commerce President,

             requesting to close Main Street from Union to Edwardsville Street, and to close Elm

Street from the First National Bank driveway, going north to Duda Garden.  This is  for the Route 66 Festival and Touch A Truck Event that will be held on Saturday June 9, 2018, from 8:00 A.M. to 2:00 P.M.

 

VII.     TREASURER’S REPORT

 

Investment recently cashed in at Bank of Springfield:

            Bond / Interest Fund--$150,000.00 plus $902.02 interest

 

VIII.   CITY CLERK’S REPORT

 

            The computer software upgrade and training has been completed at City Hall. 

 

City Hall will be closed on Monday, May 28, for the Memorial Day Holiday.  All Public Works employees (except for one water plant employee) will be off that day as well.

 

The next City Council Meeting will be on Tuesday, May 29, due to the Memorial Day Holiday.

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Bodner, seconded by Pritchett to approve request from Rooster’s Pub to close Elm Street from Main Street to Duda Garden on Sunday, May 20, 2018 from 3:00 to 7:00 P.M. for a Poker Run.  They are also asking for the City to provide barricades for the event.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Bodner, seconded by Plenske to pay Invoice #47937 to Illini Tech Services for two lap top and three desk top computers, including on site installation at a cost of $6,104.95.  This was approved at the April 9, 2018 City Council Meeting for $5,479.95 with an estimated cost for installation.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Bodner, seconded by Plenske to grant request from the Staunton Chamber of Commerce to close Main Street from Union to Edwardsville Street, and Elm Street from the First National Bank driveway, going north to Duda Garden on Saturday, June 9, 2018, from 8:00 A.M. to 5:00 P.M. for the Route 66 Festival / Touch A Truck Event.  Ayes:  Schrauth, Plenske, Pritchett, Bodner, Garde, Scroggins.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

            PARK & CIVIC IMPROVEMENT –

Motion by Garde, seconded by Scroggins to approve spending up to $3,500.00 for the Henry Street sewer replacement.  Ayes:  Plenske, Pritchett, Bodner, Garde, Scroggins, Schrauth.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Garde, seconded by Plenske to approve Invoice #0169281 to Midwest  Municipal Supply for stock materials and materials for the 6th, 7th, Easton Street loop in the amount of  $1,051.00.  Ayes:  Pritchett, Bodner, Garde, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  Johnson.  Motion carried.

            Motion by Schrauth, seconded by Bodner to spend up to $2,500.00 for Route 66

            Pritchett.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

            PERSONNEL –

 

Motion by Pritchett, seconded by Bodner to raise hourly pay for part time Park & Recreation employees Clyde Bradford, Tracy Curtis, Roy Fritz and Brent Schmollinger to $12.00 per hour.  Ayes:  Bodner, Garde, Scroggins Schrauth, Plenske, Pritchett.  Nayes:  None.  Absent:  Johnson.  Motion carried.

Motion by Scroggins, seconded by Bodner to approve Ordinance #1936 Authorizing Entry Into And Execution Of An Agreement With The Staunton Area Ambulance Service To Provide Dispatch Services.  Ayes:  Garde, Scroggins, Schrauth, Plenske, Bodner.  Nayes:  Pritchett.  Absent:  Johnson.  Motion carried 5 Ayes; 1 Naye.

 

Motion by Scroggins, seconded by Bodner to waive 1st reading of Ordinance #1937 Amending Zoning District Classification Of Property Located At 18071 West Oxford Road, Staunton, Illinois.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Johnson.  Motion carried.

Motion by Scroggins,, seconded by Bodner to approve Resolution #2018-04 Re-Appointing Bill Bechem To The Staunton Library Board.  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Scroggins, Schrauth.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Scroggins, seconded by Garde to approve Resolution #2018-05 Re-Appointing Karen Margaritis To The Staunton Library Board.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Scroggins, seconded by Pritchett to approve Resolution #2018-06 Re-Appointing Philip J. Lading As City Attorney For The City Of Staunton, Illinois.  Ayes:  Scanzoni, Bodner, Garde, Scroggins, Schrauth, Plenske, Pritchett.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Scroggins, seconded by Plenske to approve Resolution #2018-07 Re-Appointing Dennis Stiegemeier As City Collector For The City Of Staunton, Illinois.  Ayes:  Bodner, Garde, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Scroggins, seconded by Bodner to approve Resolution #2018-08 Re-Appointing Jeff Doerr As Chief Of Police For The City Of Staunton,  Illinois.  Ayes:

Garde, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner.  Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Scroggins, seconded by Plenske to approve Resolution #2018-09 Re-Appointing Mike Kuethe A Director Of Public Works For The City Of Staunton, Illinois.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde.   Nayes:  None.  Absent:  Johnson.  Motion carried.

 

Motion by Scroggins, seconded by Plenske to approve Resolution #2018-10 Resolution Appointing Jim Lee Allan To The Position Of City Building Inspector For The City Of Staunton, Illinois.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Johnson.  Motion carried.

           requested to be excused from the meeting at this time.

           7:35 P.M.  Ayes:  Garde, Scroggins, Schrauth, Plenske, Pritchett, Bodner.  Nayes:
