MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 13, 2018

 

I.          CALL TO ORDER:

 

            Mayor Pro-Tem Rich Garde called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 13, 2018

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Pro-Tem Rich Garde led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

V.        GUESTS

           

            Staunton Township Supervisor Joe Spudich was in attendance to make a presentation to the City of Staunton.  Spudich stated that since a large part of the revenue generated by the Township comes from Staunton residents, the Township likes to be financially supportive of projects going on in the City.  In the past, they have made donations to such projects as the bridge replacement at the City Cemetery and also to the electrical upgrades that were done for Ribfest.  At this time, the City is preparing to do a major upgrade at Baseball Field 4, and Mr. Spudich presented a check to the City of Staunton for $5,000.00, which will help in funding this particular project.  In closing, Spudich stated that the Township would be willing to help with other projects in the future.  Mayor Neuhaus had attended a Staunton Township meeting a couple of months ago and had presented this project to the group.  The Council thanked the Staunton Township for their generous donation to this particular project.                                                                                          

VI.      CORRESPONDENCE

 

Received a note from Police Officer Randy Williams, dated July 24, 2018, stating that he has retired as Police Sergeant from the City of Staunton, effective May 14, 2018.

 

Received a letter from the Macoupin County Housing Authority regarding the recent law passed by Congress which is requiring HUD to establish regulations that prohibit

            smoking in Public Housing.  The Macoupin County Housing Authority board opted to

designate all of their properties as completely smoke free.  A copy of the letter is attached with the agenda packet.

 

VII.     TREASURER’S REPORT

 

 Investment recently cashed in at First National Bank:

             Infrastructure Fund--$100,000.00 plus $900.88

 

VIII.   CITY CLERK’S REPORT

 

            Attended a meet and greet with Illinois State Treasurer Michael Frerichs held recently

            at R and B’s Restaurant.  This event was sponsored by the Staunton Chamber of

            Commerce.

 

            Kerber, Eck and Braeckel, LLP has done their on site visit for the annual City Audit

           

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Pritchett, seconded by Johnson to pay Invoice #2642 to Auto Sound and Security for labor to remove selected equipment from Chevrolet Impala and install same equipment in to the new Dodge Charger police car in the amount of $1,300.00.  Ayes:  Johnson, Scroggins, Schrauth, Pritchett, Scanzoni, Garde.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Pritchett, seconded by Johnson to approve full time placement list compiled by the Police Commission from recent interviews to be good for six months.  Ayes:  Scroggins, Schrauth, Pritchett, Scanzoni, Garde, Johnson.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Scanzoni, seconded by Johnson to accept bid from Young’s Roofing for roof replacement at City Hall in the amount of $16,580.00.  Ayes:  Schrauth, Pritchett, Scanzoni, Garde, Johnson, Scroggins.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

 

 

 

 

FINANCE–

 

Motion by Pritchett, seconded by Johnson to transfer $30,000.00 from the Infrastructure Fund to the Storm Water Fund, as budgeted.  Ayes:  Pritchett, Scanzoni, Garde, Scroggins, Schrauth.  Nayes:  Johnson.  Absent:  Bodner, Plenske.  Motion carried 5 Ayes; 1 Naye.

 

Motion by Pritchett, seconded by Johnson to renew health insurance for City of Staunton full time employees from CBIZ Benefit & Insurances of Illinois (Blue Cross / Blue Shield of Illinois),  effective October 1, 2018.  The monthly renewal premium will be $823.31 per employee.  Ayes:  Pritchett, Scanzoni, Garde, Johnson, Scroggins, Schrauth.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

UTILITIES-

 

Motion by Garde, seconded by Scanzoni to accept bid from Advanced Envinronmental Services, Inc. for removal and disposal of asbestos from the old water treatment plant in the amount of  $1,620.00.  Ayes:  Scanzoni, Garde, Johnson, Scroggins, Schrauth, Pritchett.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Garde, seconded by Johnson to approve Renewal Quote from Hach Service Partnership for annual Partnership Renewal Proposal at the water treatment plant in the amount of $6,798.00.  This will be effective from October 11, 2018 through October 10, 2019.  Ayes:  Garde, Johnson, Scroggins, Schrauth, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

            TOURISM –

                       

Motion by Johnson, seconded by Scroggins to apply for Liquor License for the    upcoming Balloon Glow, which will be held on Saturday, August 18, 2018 (verbal approval was given to City Hall Office and the application has been sent in).  Ayes:  Garde, Johnson, Scroggins, Schrauth, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Johnson, seconded by Scanzoni to approve spending up to $6,000.00 for Art Fair expenses.  Ayes:  Johnson, Scroggins, Schrauth, Pritchett, Scanzoni, Garde.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Johnson, seconded by Scanzoni to close Main Street from Union to Edwardsville Street, and Elm Street from the First National Bank driveway to where Elm Street ends at Duda Garden on Saturday, September 15, 2018, from 6:00 A.M. to 4:00 P.M. for the Annual Cruise In Car Show.  Ayes:  Scroggins, Schrauth, Pritchett, Scanzoni, Garde, Johnson.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Johnson, seconded by Scanzoni to purchase picnic five picnic tables for parks at a cost not to exceed $1,300.00.  Ayes:  Garde, Johnson, Scroggins, Schrauth, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Bodner, Plenske.

 

            PERSONNEL –

 

Motion by Johnson, seconded by Scroggins to approve promoting full time Police  Officer Kurt Kozak to Sergeant of the Staunton Police Department.  Ayes:  Garde, Johnson, Scroggins, Schrauth, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Johnson, seconded by Scanzoni to approve hiring Steven Carnes as full  time Police Officer from the recently approved full time placement list compiled by the Police Commission.  Steve will be filling the vacancy left by retiring full time Police Officer Mike Mertz.  Ayes:  Johnson, Scroggins, Schrauth, Pritchett, Scanzoni, Garde.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

Motion by Scroggins, seconded by Johnson to approve Ordinance #1945 Approving An Annexation Agreement With George And Carol Margaritis To Annex Property Located At 2838 Shady Pine Road, Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation Renewal).  Ayes:  Scroggins, Schrauth, Pritchett, Scanzoni, Garde, Johnson.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

 

Motion by Scroggins, seconded by Johnson to waive 1st reading of Ordinance #1946 Approving An Intergovernmental Agreement With The Staunton Community Unit School District #6 Regarding Reciprocal Reporting Of Criminal Offenses Committed By Students.  Ayes:  Schrauth, Pritchett, Scanzoni, Garde, Johnson, Scroggins.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Scroggins, seconded by Johnson to approve Ordinance #1946 Approving An Intergovernmental Agreement With The Staunton Community Unit School District #6 Regarding Reciprocal Reporting Of Criminal Offenses Committed By Students.  Ayes:  Schrauth, Pritchett, Scanzoni, Garde, Johnson, Scroggins.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.

 

Motion by Scroggins, seconded by Scanzoni to waive 1st reading of Ordinance #1947 Declaring Surplus Property And Authorizing Its Disposition Pursuant To An Intergovernmental Agreement With The Village Of Williamson, Illinois.  Ayes:  Pritchett, Scanzoni, Garde, Johnson, Scroggins, Schrauth.  Nayes:  None.  Absent:  Bodner, Plenske.  Motion carried.
