MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 10, 2018

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 10, 2018

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

Motion by Pritchett, seconded by Plenske to pay Invoice #438080 to Sandberg, Phoenix & von Gontard for Professional Services rendered regarding water treatment plant litigation in the amount of $3,369.65.  Ayes:  Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Garde.  Nayes:  None.  Absent:  Bodner.  Motion carried.

 

 

Motion by Pritchett, seconded by Scroggins to pay Invoice #434907 to Sandberg, Phoenix & von Gontard for Professional Services rendered regarding Drainage Easement Condemnation at 1054 W. Deer Run Court in the amount of $1,774.55.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Garde, Johnson.  Nayes:  None.  Absent:  Bodner.  Motion carried.

 

Motion by Pritchett, seconded by Scroggins to pay Invoice #438149 to Sandberg, Phoenix & von Gontard for Professional Services rendered regarding Special Projects in the amount of $438.66.  Ayes:  Schrauth, Plenske, Pritchett, Scanzoni, Garde, Johnson, Scroggins.  Nayes:  None.  Absent:  Bodner.  Motion carried.

                       

UTILITIES-

 

Motion by Garde, seconded by Scroggins to pay invoice dated September 4, 2018 to John H Crawford & Associates for Water Line Replacement IEPA Permit for Hibbard, 5th, Page, Henry, Spring and Lillian Streets in the amount of $11,146.75 (completed Design).  Ayes:  Plenske, Pritchett, Garde, Johnson, Scroggins, Schrauth.  Nayes:  None.  Absent:  Bodner.  Motion carried.

 

Motion by Garde, seconded by Plenske to approve quote from Microcomm for a purpose built SCADA view computer replacement for the water treatment plant at a cost of $3,538.00.  Ayes:  Pritchett, Scanzoni, Garde, Johnson, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  Bodner.  Motion carried.

Motion by Garde, seconded by Scroggins to purchase RT48” Tiller from Sievers

Equipment at a cost of $2,270.00.  Ayes:  Scanzoni, Garde, Johnson, Scroggins,

Motion by Scroggins, seconded by Johnson to approve Ordinance #1949 Approving An Annexation Agreement With Louis & Christine Foster To Annex Property Located At 70 Calstrada, Staunton, Illinois To The City Of Staunton, Illinois (Pre-Annexation Agreement).  Ayes:  Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Bodner.  Motion carried.

 

Motion by Scroggins, seconded by Johnson to approve Ordinance #1950 Approving An Annexation Agreement With James & Emily Horne To Annex Property Located At 2955 Bono Rd., Staunton, Illinois To The City Of Staunton, Illinois (Pre-Annexation Agreement).  Ayes:  Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Bodner.  Motion carried.

 

Motion by Scroggins, seconded by Johnson to approve Ordinance #1951 Annexing Certain Territory To The City Of  Staunton, Macoupin County, Illinois (911 N. Easton Street).  Ayes:  Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Garde.  Nayes:  None.  Absent:  Bodner.  Motion carried.

 

Motion by Scroggins, seconded by Johnson to approve Ordinance #1952 Approving An Annexation Agreement With Brian Markowitz To Annex Property Located At 2193 Parksville Lane, Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation Agreement).  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Garde, Johnson.  Nayes:  None.  Absent:  Bodner.  Motion carried.

 

Motion by Scroggins, seconded by Garde to waive 1st reading of Ordinance #1953 An Ordinance To Install Stop Signs On North Wood Street And Caldwell Street At Their Intersection With West Lafayette Street.  Ayes:  Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Bodner.  Motion carried.

Motion by Scroggins, seconded by Plenske to approve Resolution #2018-16 Approving A Settlement Contract And Release Between The City Of Staunton And Heneghan & Associates.  Ayes:  Pritchett, Scanzoni, Garde, Johnson, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  Bodner.  Motion carried.
