MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 24, 2018

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 24, 2018

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            ATTENDING:  Councilmembers Maria Bodner, Rich Garde, Chad Plenske, Anthony Schrauth, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

V.        GUESTS

           

            Several guests were present in support of Ordinance #1959 granting a Special Use Permit and Bulk Variance for property located at 124 East Main Street.  Mayor Neuhaus addressed these guests telling them they would have the opportunity to speak prior to the vote being taken during the Judiciary Committee Report.                                                                                        

VI.      CORRESPONDENCE

 

Received a letter from the Staunton Lions Club regarding the upcoming Halloween

            Parade.  Plans are to have the parade on Tuesday, October 30, 2018 at 6:00 P.M.  The

parade will begin at City Hall and proceed east on Main Street to Laurel Street and then south on Laurel Street to Henry Street, ending at the VFW Hall.  They are asking to have those streets closed to traffic during the parade.

 

            Received a letter from the Touchdown Club requesting to use the Fireman’s Park on

            Sunday, October 14, 2018 for the annual Jaguar Football Awards Banquet.  They are

            requesting to have the park rental fee waived.

 

             Received a letter from Carrie Borgini, Staunton Chamber of Commerce President,

             expressing her support of Jennifer Pratte, who is wanting to move her business to

             124 East Main Street.  A copy of Carrie’s letter is attached with the agenda packet.

 

VII.     TREASURER’S REPORT

 

 Investments recently cashed in at Bank of Springfield:

             Bond & Interest Fund--$100,000.00 plus $1,418.20 interest

             Telecommunications Fund--$50,000.00 plus $709.10 interest

             Water Fund--$100,000.00 plus $1,418.20

             Infrastructure Fund--$50,000.00 plus $709.10

 

VIII.   CITY CLERK’S REPORT

 

Petition packets have been received for the upcoming Consolidated Election, which will be held on April 2nd, 2019.  Candidates can begin circulating petitions now, with the Filing Period being from December 10 through December 17.  Petition packets are

available at City Hall. 

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Bodner, seconded by Plenske authorizing Police Chief Jeff Doerr to sign Macoupin County Emergency Telephone System Board E 9-1-1 Interagency Agreement for 2019.  Ayes:   Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Scanzoni, seconded by Bodner to approve request from the Touchdown Club to use the Fireman’s Park on Sunday, October 14, 2018 for their annual Jaguar Football Awards Banquet with the park rental fee being waived.  Ayes:  Scroggins, Schrauth, Plenske, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

UTILITIES-

 

Motion by Garde, seconded by Plenske to pay Invoice dated September 10, 2018 from John H. Crawford & Associates for design completed on the Water Line Replacement IEPA Permit Sportsman Loop in the amount of $5,083.50.  Ayes:  Schrauth, Plenske, Scanzoni, Bodner, Garde, Scroggins.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

           

STREET-

 

Motion by Garde, seconded by Maria to pay Illinois Department of Transportation for the fourth of five annual payments for the City’s portion of the Main Street – from Route 4 to Elm Street Project in the amount of $28,753.20 (to be paid from MFT – due October 1st).  Ayes:  Plenske, Scanzoni, Bodner, Garde, Scroggins, Schrauth.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

Located At #226 Phillips Street, Staunton, Illinois

 

Motion by Garde, seconded by Bodner to waive 1st reading of Ordinance #1957 Approving A Charity Roadblock By Elbon Shrine Club To Conduct Their Newspaper Drive At The Intersection Of  Main And Route 4 And Main And Union (October 6, 2018).  Ayes:  Scanzoni, Bodner, Garde, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

Motion by Garde, seconded by Scroggins to approve Ordinance #1958 Amending The Liquor Code For The City Of Staunton, Illinois.  Ayes: Garde, Scroggins, Schrauth, Plenske, Scanzoni, Bodner.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

 

Prior to the reading of the next Ordinance, Mayor Neuhaus asked any of the guests present if they wanted to speak regarding this particular Ordinance.  A letter of support from Staunton Chamber of Commerce President Carrie Borgini was attached with the agenda and Mr. Terry Zarr asked if the letter could be read aloud.  City Clerk Stiegemeier read the entire letter, to which the only comment made was by Sandra DeMann, and she stated that she certainly agreed with what Carrie had to say in her letter.  No other guests chose to speak, so the Council moved forward with the passing of the Ordinance.

Mill Within The City Of Staunton, Illinois A Public Nuisance.  Ayes:  Garde, Scroggins, Schrauth, Plenske, Scanzoni.  Nayes:  None.  Abstain:  Bodner.  Absent:  Johnson, Pritchett.  Motion carried 5 Ayes; 1 Abstain.

 

Motion by Garde, seconded by Scroggins to approve Resolution #2018-18 Declaring The Property Located At 703 E. Mill Street Within The City Of Staunton, Illinois A Public Nuisance.  Ayes:  Garde, Scroggins, Schrauth, Plenske, Scanzoni.  Nayes:  None.  Absent:  Johnson, Pritchett.

 

Motion by Garde, seconded by Bodner to approve Resolution #2018-19 Declaring The Property Located At 801 E. Mill Street Within The City Of Staunton, Illinois A Public Nuisance.  Ayes:  Scroggins, Schrauth, Plenske, Scanzoni, Bodner.  Nayes:  None.  Absent:  Johnson, Pritchett.

 

Motion by Garde, seconded by Bodner to approve Resolution #2018-20 Declaring The Property Located At 222 E. Macoupin Street Within The City Of Staunton, Illinois A Public Nuisance.  Ayes:  Scroggins, Schrauth, Plenske, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

 

Motion by Garde, seconded by Scroggins to approve Resolution #2018-21 Declaring The Property Located At 627 N. Taylor Street Within The City Of Staunton, Illinois A Public Nuisance.  Ayes:  Schrauth, Plenske, Scanzoni, Bodner, Garde, Scroggins.  Nayes:  None.  Absent:  Johnson, Pritchett.  Motion carried.

 

X.      UNFINISHED BUSINESS—

XI.     NEW BUSINESS-

             

Mayor Neuhaus asked Council Members their thoughts on the nights of Trick or Treating.  The annual Trunk or Treat will be held on Sunday, October 28th and the Lions Club Halloween Parade will be held on Tuesday, October 30th.  The Mayor asked everyone to give consideration in going to just one night of Trick or Treating, on Tuesday, October 30th, which would be the same night of the Halloween Parade.  The decision on this will be made at the next City Council Meeting.

 

XII.    EXECUTIVE SESSION—

 

           No Executive Session was held.
