MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JANUARY 14, 2019

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, January 14, 2019

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

The City of Staunton will be served by three residential trash haulers for the calendar

2019. They are Flowers Sanitation Service, Robert “Bob” Sanders Waste Systems and Waste Management of Illinois. Republic Services has renewed their license, however, they will only offer commercial services.

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Plenske to approve request from Zion Lutheran Church to make the following streets one way for their annual Sausage Supper on Sunday, February 10, 2019, from 10:00 A.M. to 6:00 P.M.:

Hoxsey Street from Henry to Panhorst

Panhorst Street from Hoxsey to Wood

Wood Street from Panhorst to Henry

Ayes: Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde. Nayes:

None. Absent: Scanzoni. Motion carried.

Motion by Bodner, seconded by Scroggins to pay Invoice #464300 to Sandberg, Phoenix and von Gontard for Professional Services rendered regarding the Teamster’s Contract negotiations in the amount of $2,013.83. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson. Nayes: None. Absent: Scanzoni. Motion carried.

PARK & CIVIC IMPROVEMENT –

Motion by Pritchett, seconded by Johnson to pay Invoice #95040 to Anthony Supply Co. for fencing replacement at Field 4 in the amount of $11,350.65, upon receipt of Certified Payroll. Ayes: Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: Scanzoni. Motion carried.

FINANCE–

Motion by Pritchett, seconded by Johnson to transfer $70,000.00 from Civic Improvement Fund to Park and Recreation Fund, as budgeted. Ayes: Plenske, Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth. Nayes: None. Absent: Scanzoni. Motion carried.

UTILITIES-

Motion by Garde, seconded by Scroggins to proceed with obtaining easements for the sewer main extension project from Herman Road to El Indio Restaurant, with the total cost for the easements not to exceed $2,000.00. Ayes: Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Garde, seconded by Plenske to proceed with engineering the sewer main extension from Herman Road to El Indio Restaurant, at a cost of $22,800.00. Ayes: Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Garde, seconded by Plenske to pay Invoice #2000386 to Midwest Municipal Supply for materials on Madison Street – 7th to 14th Street water main project in the amount of $3,480.00. Ayes: Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner. Nayes: None. Absent: Scanzoni. Motion carried.

XI. NEW BUSINESS-

On behalf of the City of Staunton, Mayor Neuhaus congratulated Linda Painter and Randy Williams on their recent retirements from the Staunton Police Department. Linda was a full time dispatcher and retired after 18 years of service and Randy, a full time police officer, retired after 23 years of service. The Council thanked them for their years of service with a round of applause. A party honoring the retirees will be held on Sunday, February 17, 2019, from 1:00 to 4:00 P.M. at the Staunton VFW Hall.

Also, a big thank you went out to the Street Department on their outstanding job of clearing the streets after the snow storm this past weekend.

XII. EXECUTIVE SESSION—

Motion by Johnson, seconded by Plenske to go in to Executive Session at 7:12 P.M.

to discuss Real Estate Acquisition and Litigation. Pursuant to 5 ILCS 120/2 (c) (1); 5 ILCS 120/2 (c) (2) and 5 ILCS 120/2 (c) (8). Ayes: Plenske, Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Bodner, seconded by Johnson to return to regular order of business at 7:31

P.M. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson. Nayes:
