MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, FEBRUARY 25, 2019

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, February 25, 2019

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            ATTENDING:  Councilmembers Maria Bodner, Rich Garde, Ray, Scroggins, Chad Plenske, Anthony Schrauth, Ryan Pritchett, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

 

            ELECTRONIC ATTENDANCE:  Aldermen Rick Johnson.

 

            NOT ATTENDING:  Alderman Jeff Scanzoni and City Attorney Phil Lading.

            “Travelling Help Desk” on Monday, March 11, 2019, from 11:30 A.M. to 1:00 P.M.

            They are requesting to use the back office at City Hall.

 

Received an e-mail from Zion Lutheran Church requesting to use the Fireman’s Park  on Sunday, July 28, 2019, for their annual church picnic.  They are requesting to have the park rental fee waived.

Motion by Bodner, seconded by Plenske to pay Invoice #19-2179 to Illinois Codification Services for City Code Book updates in the amount of $1,583.75. 

Ayes:  Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde.  Nayes:  None.  Absent:  Scanzoni.  Motion carried.

 

Motion by Bodner seconded by Scroggins to grant request from Zion Lutheran Church to use the Fireman’s Park on Sunday, July 28, 2019, for their annual church picnic, with the park rental fee being waived.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson.  Nayes:  None.  Absent:  Scanzoni.  Motion carried.

Rotsch To Annex Property Located At 20108 Willoway Lane, Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation Agreement).  Ayes:  Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson, Scroggins.  Nayes:  None.  Absent:  Scanzoni.  Motion carried.

 

Motion by Scroggins, seconded by Plenske to approve Ordinance #1972 Approving An Annexation Agreement With Mark B. Skertich To Annex Property Located At 20076 Willoway Lane, Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation Agreement).  Ayes:  Plenske, Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth.  Nayes:  None.  Absent:  Scanzoni.  Motion carried.

Motion by Scroggins, seconded by Bodner to approve Ordinance #1973 Approving An Annexation Agreement With Alexandra Kuethe To Annex Property Located At 1897 Reservoir Road, Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation Agreement).  Ayes:   Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  Scanzoni.  Motion carried.

 

Motion by Scroggins, seconded by Plenske to waive 1st reading of Ordinance #1974 Authorizing An Agreement For The Purchase Of Certain Property.  Ayes:   Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  Scanzoni.  Motion carried.

 

Motion by Scroggins, seconded by Plenske to approve Ordinance #1974 Authorizing An Agreement For The Purchase Of Certain Property.  Ayes:   Garde, Scroggins, Schrauth, Plenske, Pritchett, Bodner.  Nayes:  Johnson.  Absent:  Scanzoni.  Motion carried 6 Ayes; 1 Naye.

      Potential Real Estate Acquisition pursuant to 5 ILCS 120/2 (c) (1) at 7:07 P.M. Ayes:  Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner.  Nayes:  None.  Absent:  Scanzoni.  Motion carried.

 

      Motion by Garde, seconded by Bodner to return to regular order of business at 7:13 P.M.  Ayes:  Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde.   Nayes:  None.  Absent:  Scanzoni.  Motion carried.
