MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 8, 2019

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 8, 2019

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

Received an e-mail from Rooster’s Pub requesting to close Elm Street from Main Street to the Duda Garden entrance on Sunday, June 2, 2019, from 8:00 A.M. to 4:00 P.M. for a Poker Run.  They are requesting to do the same closure on Sunday September 15, 2019, from 8:00 A.M. to 12:00 A.M. for their Anniversary Bash.

 

            Received a letter from D & E Janitorial Service notifying the City that they will no

            longer extend their contract for floor stripping and waxing at City buildings.  Their

current contract will expire on June 12, 2019.  Their last time to strip and wax the floors will be June 1st and 2nd, 2019.

 

Received a letter from the Staunton Lions Club, requesting to use the Fireman’s Park on Saturday, April 20, 2019, from 8:00 A. M. to 1:00 P.M. for their annual Easter Egg Hunt. They are also requesting to have the park rental fee waived.

 

VII.     TREASURER’S REPORT

 

            Investment recently cashed in at Bank of Springfield:

            Depreciation Fund--$75,000.00 plus $1,642.39 interest (opened on 10/5/2017 for 18

            months at 1.26%)

 

 

 

 

 

VIII.   CITY CLERK’S REPORT

 

            Received Economic Interest Statements from Macoupin County Clerk Pete Duncan. 

            Please return these forms to me by April 25th.   The County is asking for them to be

            returned to them by May 1st.

 

            City Hall Office will be closed on Friday, April 19, 2019, in observance of the Good

Friday holiday.  All public works employees, except one water treatment plant employee, will be off that day as well.  Items for the April 22, 2019 City Council Meeting agenda will need to be in on Thursday, April 18.    

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Bodner, seconded by Pritchett  to accept Quote #Q1274180 from Alpha Card for Double-Sided ID Card System for the police department at a cost of $2,188.00.  Ayes:  Johnson, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

 

Prior to the next motion, Dave Volentine, owner of Rooster’s Pub, addressed the Council regarding the street closure for the Poker Run on June 2nd.  He would like to see the parking lot in between Union and Elm streets blocked off from the west side of the concrete barriers closest to Union Street going over to Elm Street.  Dave said they are expecting a total of around 2,000 motorcycles for this event.

 

Motion by Bodner, seconded by Pritchett to grant request from Rooster’s Pub to close Elm Street from Main Street to the Duda Garden entrance, as well as the parking lot in between Union and Elm Streets from the west side of the concrete barrier closest to Union Street on Sunday, June 2, 2019, from 1:00 A.M. to 4:00 P.M. for a Poker Run.  Ayes:  Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

            PARK & CIVIC IMPROVEMENT –

 

Motion by Bodner, seconded by Johnson to grant request from the Staunton Lions Club to use the Fireman’s Park on Saturday, April 20, 2019, from 8:00 A.M. to 1:00 P.M. for their annual Easter Egg Hunt, with the park rental fee being waived.  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Schrauth.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

 

FINANCE–

 

Motion by Pritchett, seconded by Johnson authorizing Mayor Neuhaus to sign engagement letter with Kerber, Eck & Braeckel confirming services for the City Audit for the Fiscal Year ending April 30, 2019.  Ayes:   Pritchett, Scanzoni, Bodner, Garde, Johnson, Schrauth, Plenske.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

 

Motion by Pritchett, seconded by Johnson to pay Invoice #715126 to Kerber, Eck & Braeckel for progress billing in preparation of the April 30, 2019 audit in the amount of $2,900.00.  This will be paid from the 2019-2020 budget.  Ayes:  Scanzoni, Bodner, Garde, Johnson, Schrauth, Plenske, Pritchett.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

 

Motion by Pritchett, seconded by Plenske to spend up to $2,000.00 for a new computer from Illini Tech for the Public Works Department.  Ayes:  Bodner, Garde, Johnson, Schrauth, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

 

Motion by Pritchett, seconded by Plenske to accept Proposal P10912 from Environmental Operations, Inc. for Pre-Demolition Asbestos Inspections on recently purchased properties on Main Street at an estimated cost of $2,762.50.  Ayes:  Garde, Schrauth, Plenske, Pritchett, Scanzoni, Bodner.  Nayes:  Johnson.  Absent:  Scroggins.  Motion carried 6 Ayes; 1 Naye.       

 

UTILITIES-

 

Motion by Garde, seconded by Pritchett to pay Invoice #S1147465.001 to Schulte Supply for stock water meters in the amount of $6,307.00.  Ayes:   Johnson, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

Best To Annex Property Located At 87 Calstrada Drive, Staunton, IL To The City Of Staunton, IL (Pre-Annexation Renewal).  Ayes:  Bodner, Garde, Johnson, Schrauth, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

Motion by Pritchett, seconded by Johnson to waive 1st reading of Ordinance #1980 Approving Acquisition Of  Certain Water System Right-Of-Way Easements On Streeb Lane.  Ayes:  Garde, Johnson, Schrauth, Plenske, Pritchett, Scanzoni, Bodner.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

Motion by Pritchett, seconded by Plenske to waive 1st reading of Ordinance #1983 Amending The Liquor Code For The City Of Staunton, Illinois (pending receipt of Liquor Liability Insurance Certificate).  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Schrauth.  Nayes:  None.  Absent:  Scroggins.  Motion carried.

X.      UNFINISHED BUSINESS—

 

     Alderman Pritchett informed the Council that he is seeking additional information

     from Madison Communications regarding their complaint reporting that was sent to

     the Illinois Commerce Commission.  Pritchett has put in a request to Madison through

     City Clerk Stiegemeier seeking answers on several of their customer service issues. 

     An e-mail has been sent to Madison, but as of this time, no correspondence has been

     sent back.

 

XI.     NEW BUSINESS-

XII.    EXECUTIVE SESSION—

 

            Motion by Johnson, seconded by Bodner to go in to Executive Session at 7:20 P.M.

            Ayes:  Scanzoni, Bodner, Garde, Johnson, Schrauth, Plenske, Pritchett.  Nayes:

            None.  Absent:  Scroggins.  Motion carried.

 

            Alderman Scanzoni left the meeting at this time.

 

      Motion by Bodner, seconded by Johnson to return to regular order of business at 7:35                      P.M.   Ayes:  Bodner, Garde, Johnson, Schruaht, Plenske, Pritchett, Scanzoni.  Nayes:  None.  Absent:  Scroggins.  Motion carried.
