MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JULY 22, 2019

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 22, 2019

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

Alderman Wallace asked if it was customary to have applicants listed as part of the Consent Agenda. Clerk Stiegemeier stated that they are always included on the

agenda, and all applications are kept on file at City Hall according to their department.

VI. CORRESPONDENCE

Received a liquor license application from St. Michael’s Parish for their upcoming Octoberfest, which will be held on October 5 and 6, 2019. They are asking to have the license fee waived.

VIII. CITY CLERK’S REPORT

Some City of Staunton residents have received a letter from Robert Sanders Waste

Systems regarding a trash rate increase effective August 1, 2019. All residents are

exempt from this since the local trash haulers submit a rate schedule at the beginning

of the year, with those rates in place for the calendar year. If you received a letter from Sanders Waste, please disregard the notice as it will not apply to Staunton residents.

City Clerk Stiegemeier asked the newspaper reporter to please publish this so Staunton residents are aware that they are excempt from any trash hauler fee increases.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Prior to the following motion being waived, Alderman Wallace asked if it was

customary to waive this fee, as it would only cost $20.00 per day. St. Michael’s has

requested this in the past, but Wallace stated that she wasn’t in agreement with

waiving the fee, as the cost is very minimal, which would only be $40.00 for the

weekend.

Motion by Wallace, seconded by Bodner to grant request from St. Michael’s Parish to issue a liquor license for their annual Octoberfest on October 5 and 6, 2019, with the liquor license fee being waived. Ayes: Johnson, Schrauth, Scanzoni, Bodner. Nayes: Wallace, Hanks, Plenske. Absent: Pritchett. Motion carried. 4 Ayes; 3 Naye

PARK & CIVIC IMPROVEMENT –

Motion by Johnson, seconded by Bodner to pay Invoice #1001 to Robert Sanders Waste Systems, Inc. for dumpster rental used to clean up property at 518 Washington in Staunton in the amount of $1,895.00. Ayes: Hanks, Schrauth, Plenske, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: Pritchett. Motion carried.

Prior to the motion, Alderman Wallace asked Attorney Lading how close we were

to getting the condemned properties in front of a judge. Lading stated that Attorney

J.D. Brandmeyer was in court this morning and that orders have been prepared

declaring 222 East Macoupin as abandoned. The case is reset for a conference to

have a judicial deed entered. If no defendats appear, the court should issue the deed

to the City at that time.

Motion by Johnson, seconded by Plenske to pay Invoice #493267 to Sandberg, Phoenix & Von Gontard for Professional Services rendered regarding condemnation proceedings at 222 East Macoupin Street in the amount of $1,186.50. Ayes: Schrauth, Plenske, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: Pritchett. Motion carried.

FINANCE–

WATER-

Motion by Schrauth, seconded by Bodner to pay Invoice #2006172 ($527.63) and #2006173 ($1,680.52) to Midwest Municipal Supply for materials used on the Hibbard/Henry/5th/Koko Lane extension water main project for the total amount of $2,208.15. Ayes: Plenske, Scanzoni, Bodner, Wallace, Johnson, Hanks, Schrauth. Nayes: None. Absent: Pritchett. Motion carried.

Motion by Johnson, seconded by Hanks to close East Pennsylvania Street from Ash to Taylor and Montgomery Street from Ash to Taylor for the upcoming Balloon Glow on Saturday, August 17, 2019 from 12:00 P.M. to 11:30 P.M. Ayes: Scanzoni, Bodner, Wallace, Johnson, Harks, Schrauth, Plenske. Nayes: None. Absnet: Pritchett. Motion carried.

Ayes: Bodner, Wallace, Johnson, Hanks, Schrauth, Plenske, Scanzoni. Nayes: None. Absent: Pritchett. Motion carried.
