MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JANUARY 13, 2020

I. CALL TO ORDER:

Mayor Pro-Tem Maria Bodner called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, January 13, 2020

II. PLEDGE OF ALLEGIANCE:

Mayor Pro-Tem Maria Bodner led the Pledge Allegiance to the Flag.

III. ROLL CALL:

V. GUESTS

Rich Henry was present to address the Council regarding Tourism and Route 66. Mr. Henry would like to see the City dedicate some tourism dollars specifically for adveritising in the Route 66 Magazine. Currently, the Henry Rabbit Ranch is featured on the front cover of the magazine, and he feels that we are missing a window of opportunity if we don’t keep up with advertising in the magazine. Henry would like to see some town people, chamber members and the current Tourism Committee involved with promoting the City and City sponsored events. The Route 66 Motor Tour takes place every two years, and this is another year when the Tour will be travelling through Staunton. Plans should be made to make Staunton another lunch stop like it had been a couple of years ago. In closing, he urged the Council to put serious thought into designating advertising dollars in the Route 66 Magazine.

VI. CORRESPONDENCE

Received an email from Zion Lutheran Church requesting to make the following streets one way on Sunday, February 9, 2020, from 10:00 A.M. to 6:00 P.M. for their annual Sausage Supper:

Wood Street from Panhorst to Henry

Henry Street from Wood to Elm

Received a letter from Madison Communications updating the City with their upgrades and accomplishments for 2019, as well as notice of rate changes for 2020. A copy of the letter is included with the agenda packet.

Received a letter of resignation from full time Police Officer Robert Hearn, dated January 8, 2020. His resignation is effective January 22, 2020. He is requesting to remain a part time officer.

VIII. CITY CLERK’S REPORT

The City of Staunton will again have three residential trash haulers for 2020. They are Flowers Sanitation, Robert Sanders Waste Systems and Waste Management. Republic Services has renewed their Trash Collector License, but they will continue to only offer commercial (dumpster) service.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Taylor, seconded by Johnson to pay Invoice #2950 to Advanced Communications for balance due upon completion of radio equipment for the police department in the amount of $3,308.31. This is the final 10% payment that is due upon completion and customer satisfaction. Ayes: Johnson, Hanks, Plenske, Taylor, Scanzoni, Bodner. Nayes: None. Absent: Wallace. Motion carried.

Motion by Taylor, seconded by Plenske to approve request from Zion Lutheran Church to make the following streets one way for their annual Sausage Supper on February 9, 2020, from 10:00 A.M. to 6:00 P.M.:

FINANCE–

Motion by Taylor, seconded by Plenske to pay Invoice #14161 to Central Realty, LLC for services rendered for Highway Oriented Retailers in the amount of $1,837.50. Ayes: Plenske, Taylor, Scanzoni, Bodner, Johnson, Hanks. Nayes: None. Absent: Wallace. Motion carried.

Motion by Taylor, seconded by Plenske to pay Invoice #728739 from Kerber, Eck & Braeckel, LLP for the second and third installments for preparation of the City’s audit for the fiscal year ending April 30, 2019 in the amount of $5,000.00. Ayes: Plenske, Taylor, Scanzoni, Bodner, Johnson, Hanks. Nayes: None. Absent: Wallace. Motion carried.

Motion by Taylor, seconded by Scanzoni to pay Invoice #8050 to John H. Crawford & Associates for preliminary engineering report for the Gensing Creek Box Culvert Replacement Project in the amount of $18,750.00. This is 75% of the $25,000.00 fee. Ayes: Taylor, Scanzoni, Bodner, Hanks, Plenske. Nayes: Johnson. Absent: Wallace. Motion carried 5 Ayes; 1 Naye.

WATER-

Motion by Hanks, seconded by Plenske to renew Maintenance Quote from Esri, Inc. for software maintenance in the amount of $400.00, with a start date of March 1, 2020 and an end date of February 28, 2021. This will be split evenly between street, sewer and water. Ayes: Scanzoni, Bodner, Johnson, Hanks, Plenske, Taylor. Nayes: None. Absent: Wallace. Motion carried.

Motion by Johnson, seconded by Hanks to approve Resolution #2020-01 Approving Bid For Purchase Of Real Property Commonly Known As 307 East Mill Street And Authorizing Its Sale. Ayes: Bodner, Johnson, Hanks, Plenske, Taylor, Scanzoni. Nayes: None. Absent: Wallace. Motion carried.

XI. NEW BUSINESS-

Alderman Taylor had included some designs with the agenda packet regarding a new City logo, which would be used on shirts for Council Members and decals on cars. After a brief discussion, everyone agreed to have Taylor do further research and let the group know what design was chosen.
