City Council Meeting Minutes--May 26, 2020

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON TUESDAY, MAY 26, 2020

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Tuesday, May 26, 2020

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

ATTENDING: Aldermen Maria Bodner, Brooke Wallace, Randy Hanks, Ailee Taylor, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier and Public Works Director Mike Kuethe.

ELECTRONIC ATTENDANCE: Aldermen Rick Johnson, Ryan Machota and Chad Plenske. Also attending electronically were City Treasurer Cindy Pirok, City Attorney Phil Lading and Police Chief Doerr.

The Open Meetings Act requires that a quorum of members of the public body by physically present at the meeting location and allows for limited circumstances in which remote access is acceptable. However, Executive Order 2020-07, issued by Governor Pritzker on March 16, 2020, suspends the in-person presence requirements at this time, due to the COVID-19 Virus outbreak, and eliminates the limitation on remote access at this time.

Julie Meyer from Skeeter’s Pub attended electronically. She is hoping to open her establishment within the next couple of weeks, weather permitting, with outdoor seating only.

VI. CORRESPONDENCE

The Police Department received a letter from Brett Luster thanking them for keeping

Staunton residents safe during the coronavirus outbreak. A copy of the letter is attached with the agenda packet.

We recently placed an order for face masks and we had a shipping problem so Orksel, Inc has donated 100 disposable face masks to the city stating “ I want to support the law enforcement in our country who are out there EVERY SINGLE DAY protecting us.”

Motion by Hanks, seconded by Wallace to pay Invoice #506472 to Utility Service Co. for annual maintenance on the elevated south water tower in the amount of $22,197.03. Motion by Wallace, seconded by Hanks to accept bid from Jewett Roofing Company for police department and garage roof replacement in the amount of $66,958.00. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Taylor, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.

Motion by Taylor, seconded by Wallace to waive 1st reading of Ordinance #2061 Renewing Certain Local Emergency Contractual Authority Due To The Impact Of The COVID-19 Virus. At Roll Call Vote – Ayes: Plenske, Taylor, Scanzoni, Bodner, Wallace, Machota. Nayes: Johnson, Hanks. Absent: None. Motion carried 6 Ayes; 2 Nayes.

Motion by Taylor, seconded by Wallace to approve Ordinance #2061 Renewing Certain Local Emergency Contractual Authority Due To The Impact Of The COVID-19 Virus. At Roll Call Vote – Ayes: Taylor, Scanzoni, Bodner, Wallace, Hanks, Machota, Plenske. Nayes: Johnson. Absent: None. Motion carried 7 Ayes; 1 Naye.

Motion by Taylor, seconded by Bodner to approve Resolution #2020-21 Approving An Access Agreement With Associated Bank Related To 114 South Elm Street, Staunton, Illinois. At Roll Call Vote – Ayes: Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota, Plenske, Taylor. Nayes: None. Absent: None. Motion carried.

Motion by Taylor, seconded by Wallace to approve Resolution #2020-26 “City of Staunton Resolution of Support – Russell’s Furniture, Inc.”. At Roll Call Vote – Ayes: Bodner, Wallace, Johnson, Hanks, Machota, Plenske, Taylor, Scanzoni. Nayes: None. Absent: None. Motion carried.

X. UNFINISHED BUSINESS—

The approval for the bid on the police department and garage roof was approved this

evening for $66,958.00, however, after the final insurance settlement, the expected cost

to the City is only expected to be approximately $5,000.00.

XI. NEW BUSINESS-

Mayor Neuhaus announced that the fire department will be doing some training exercises at the Main Street buildings that are set for demolition. This will most likely

prompt some street closures in those areas at the time of the training.

The City has received the recorded Deed for the property at 801 E. Mill Street. The City now owns the property.

Alderman Johnson had set up a “Google Meet” for tonight’t City Council Meeting. There is not a maximum number of people to attend, and it seemed to be a bit clearer for those attending remotely.

XII. EXECUTIVE SESSION—

No Executive Session was held.

XIV. ADJOURNMENT

With no further business to discuss, Councilmember Scanzoni seconded by Councilmember Bodner to adjourn at 7:16 P.M. All present voting aye, motion carried.
