MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 8, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 8, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen Kristy Berg, Ryan Machota,  Anthony Bagaglio, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

 

            NOT ATTENDING:  Aldermen David Manning and Ben Frank.

VI.      CORRESPONDENCE

 

Received an email from Staunton Health & Rehab Center, requesting to close North Wood Street from Pennsylvania to Lafayette Street on Saturday, October 4th for a Fall Festival.

 

Received an email from Dana Neuhaus, representing the Staunton High School Post Prom Committee, requesting permission to hold a “5K Holiday Hustle” run on Saturday, December 6th.  The run would begin at 9:00 A.M. and they will be keeping the race route the same as in previous years.

 

Received an email from Tracy Hutton, Mississippi Culture, requesting to close West Pearl Street from Union to Elm Street starting at 12:00 P.M. on Friday, September 26, 2025 until 12:00 P.M. on Monday, September 29, 2025 for their Farmhouse Fest. They are requesting to use the City’s stage, and this will allow ample time for City workers to set up the stage and take down on Monday.

 

VII.     TREASURER’S REPORT

 

Certificate of Deposit recently cashed in at Bank of Hillsboro:

TIF 2 Fund -- $50,000.00 plus $868.83 interest

 

VIII.   CITY CLERK’S REPORT

 

All but two duck blinds have been registered prior to the September 1st deadline.  The drawing for the #2 blind will be done under New Business.

 

IX.      COMMITTEE REPORTS

 

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Tipler, seconded by McKee to grant request from Staunton Health & Rehab Center to close North Wood Street from Pennsylvania to Lafayette Street on Saturday, October 4th, 2025 for a Fall Festival.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

Motion by Tipler, seconded by Machota to grant request from the Staunton High School Post Prom Committee to hold a “5K Holiday Hustle” run on Saturday, December 6th, 2025, beginning at 9:00 A.M.   At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Berg.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

Motion by Tipler, seconded by McKee to approve request from Mississippi Culture to close West Pearl Street from Union to Elm Street on Friday, September 26, 2025 at 12:00 P.M. until Monday, September 29, 2025 at 12:00 P.M. for their Farmhouse Fest.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Berg, Machota.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by Tipler to pay Invoice #A-53327 from White Sanitation, Inc. for dumpster service at 420 East 9th Street in the amount of $1,042.24.  At Roll

Call Vote – Ayes:  McKee, Tipler, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by McKee to approve renewal of City of Staunton Employee Dental, Life, Vision and AD&D Insurance from CBIZ Benefits & Insurance Services of Illinois effective November 1, 2025, at a renewal rate of $61.20 per employee, per month (Principal Insurance Co.).   At Roll Call Vote – Ayes:  Tipler, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried.

            PUBLIC GROUNDS-

 

Motion by Machota, seconded by McKee to abandon duck blind #10 at Staunton Lake.  At Roll Call Vote – Ayes:    Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried.   

 

Motion by Machota, seconded by Tipler to approve bid from JNF Tree Service for tree removal at the corner of Wood and Pearl Streets at the City Hall Complex in the amount of $4,625.00.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Berg.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

            TOURISM –

 

Motion by Berg, seconded by MCKee to close the following streets for the upcoming Streetfest, which will be held on September 13th:

            Main Street from Union to Elm Street on Friday, September 12th, from 7:00 A.M.

            until 12:00 P.M. on Monday, September 15th;

            Main Street from Wood to Elm Street on Saturday, September 13th, from 6:00

A.M. until 11:59 P.M.;

            North Elm Street from Main Street to Duda Garden on Friday, September 12th,

            from 7:00 A.M. until 12:00 P.M. on Monday, September 15th and;

            South Elm Street from Main Street to the Associated Bank entrance on Saturday,

            September 13th from 6:00 A.M. until 11:59 P.M.

            At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Berg, Machota.  Nayes:  None. 

            Absent:  Manning, Frank.  Motion carried.

            JUDICIARY—

 

Motion by Tipler, seconded by Bagaglio to approve Ordinance #2307 Approving A Charity Roadblock By Adopt A Pet To Conduct Their Macoupin County Wide Drive At The Intersection Of Main And Route 4 And Main And Union (October 18,2025).  At Roll Call Vote – Ayes:  McKee, Tipler, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

Motion by Tipler, seconded by Bagaglio to waive 1st reading of Ordinance #2310 An Ordinance Approving An Increase In The Number Of Available Class A Liquor Licenses From Twelve To Thirteen And Class B Licenses From Four To Five.  At Roll Call Vote – Ayes:  Tipler, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

Motion by Tipler, seconded by McKee to approve Ordinance #2310 An Ordinance Approving An Increase In The Number Of Available Class A Liquor Licenses From Twelve To Thirteen And Class B Licenses From Four To Five.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  Manning, Frank.  Motion carried. 

 

1st reading of Ordinance #2311 Granting A Zoning Variance For Real Property Located At 912 West Henry Street, Staunton, Illinois

           The Duck Blind Drawing was held for Blind #2 at Staunton Lake, and the winner of

           the drawing was William J. Reed.
