MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 12, 2017

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 12, 2017

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

VIII. CITY CLERK’S REPORT

The annual Fireman’s Homecoming Parade will be on Sunday, June 25 at 4:00 P.M. The City of Staunton will be having a float in the parade. All City Officials are invited to walk along with the float and children and grandchildren are welcome to ride on the float. We will need to meet at City Hall at 3:30 for line up.

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Johnson approving Police Chief Jeff Doerr to sign the Working Agreement with the Children’s Home and Aid Comprehensive Community Based Youth Services Program. Ayes: Johnson, Boster, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Bodner, seconded by Pritchett to approve Invoice #5184 from Pro-Vision, Inc. for car cameras for police cars in the amount of $13,048.29. Ayes: Boster, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: Plenske, Sievers. Motion carried.

PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Bodner to advertise hiring one part time employee for the Park & Recreation Department. This is due to the recent resignation of a Park & Recreation employee. Ayes: Boster, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: Plenske, Sievers. Motion carried.

FINANCE–

UTILITIES-

Motion by Boster, seconded by Bodner to purchase lagoon chemicals from Aqua Fix for the 6 month summer treatment plan at a cost of $14,062.50. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Boster. Nayes: None. Absent: Plenske, Sievers. Motion carried.

STREET-

Motion by Garde, seconded by Boster to accept low bid from HD Supply for stock plastic culverts at a cost of $5,807.40. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Boster. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Garde, seconded by Scanzoni to accept low bid from Metal Culverts for stock metal culverts at a cost of $9,696.05. Ayes: Scanzoni, Bodner, Garde, Johnson, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Plenske, Sievers. Motion carried.

PUBLIC GROUNDS-

Motion by Pritchett, seconded by Johnson to pay Invoice #149 to D & E Janitorial Service for the annual floor stripping and waxing at City buildings in the amount of $2,800.00. Ayes: Bodner, Garde, Johnson, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Pritchett, seconded by Johnson to accept Proposal from D & E Janitorial Service for monthly high speed buffing of floors at City owned buildings and annual stripping and waxing of the same at a total cost of $8,570.00. This is the same amount that we are currently paying to D & E, and the quote is for a two year contract. Ayes: Garde, Johnson, Boster, Pritchett, Scanzoni, Bodner. Nayes: None. Absent: Plenske, Sievers. Motion carried.

TOURISM –

Motion by Johnson, seconded by Boster to close the following streets for Ribfest on Saturday, July 8, 2017, with all closures beginning at 12:00 A.M. on Saturday, July 8 and ending at 6:00 A.M. on Sunday, July 9 (or until all tents and stages have been removed):Main Street from Edwardsville Street to Laurel Street (including all intersections); Elm Street from the First National Bank driveway and heading north to where Elm Street ends; Union Street from Pearl Street to Main Street. Ayes: Johnson, Boster, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Pritchett to close the following streets for the Tour de Donut on Saturday, July 8, 2017: From 6:00 A.M. to 12:30 P.M. on Montgomery Street from Easton Street to Ash Street (including all intersections) and all of Park Lane. From 8:50 A.M. until all Tour de Donut riders have passed for Main Street from Easton Street to Laurel Street and Laurel Street from East Pearl Street to East North Street. Ayes: Boster, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Bodner to apply for Liquor License for upcoming 2017 Art Fair (September 15 & 16). Ayes: Bodner, Garde, Johnson, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Bodner to approve the City of Staunton submitting an application to the Staunton Community School District #6 to use the School Facilities for the August 13, 2017 Wall of Honor Ceremony with execution of all related documents and agreements. The event will be held in the Multi Purpose room at the school between the hours of 2:00 P.M. and 8:00 P.M. Ayes: Johnson, Boster, Pritchett, Scanzoni, Bodner, Garde. Nayes: None.
