I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 28, 2017

reserve the South Water Tower Park on Wednesday, September 6, 2017, at 6:00 P.M. for their Fall Recruitment Signup. They are requesting to have the park rental fee waived.
Received an e-mail from Chamber of Commerce President Carrie Borgini requesting to close Main Street from Laurel Street to Wood Street (Union at Main intersection will remain open) and Elm Street from the First National Bank driveway going north to where Elm Street ends at Duda Garden. This will be on Saturday, September 16, 2017, from 7:30 A.M. to 3:30 P.M., for the 3rd Annual Cruise In Car Show.

Motion by Johnson, seconded by Garde to grant request from the Staunton Chamber of Commerce to close Main Street from Laurel Street to Wood Street and Elm Street from the First National Bank driveway to where Elm Street ends at Duda Garden on Saturday, September 16, 2017 from 7:30 A.M. to 3:30 P.M. for the 3rd Annual Cruise in Car Show. Ayes: Johnson, Boster, Plenske, Pritchett, Scanzoni. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.
PARK & CIVIC IMPROVEMENT –
Motion by Johnson, seconded by Pritchett to grant request from Cub Scout Pack 3034 to use the South Water Tower Park On Wednesday, September 6, 2017, at 6:00 P.M. for their Fall Recruitment Signup with the park rental fee being waived. FINANCE–
Motion by Pritchett, seconded by Johnson to approve renewal of City of Staunton Employee Dental, Life and AD&D Insurance from CBIZ Benefits & Insurance Services of Illinois for the period November 1, 2017 to November 1, 2018 at a cost of $47.44 per employee, per month (Principal Insurance Co.). Ayes: Boster, Pritchett, Scanzoni, Garde, Johnson. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.
Motion by Pritchett, seconded by Boster to spend up to $20,000.00 for materials to replace concrete curbs and gutters on the Pearl Street project. Ayes: Boster, Pritchett, Scanzoni, Garde, Johnson. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.
Motion by Pritchett, seconded by Johnson to pay Sandberg, Phoenix & von Gontard for counsel charges from Sue Schultz ($672.00) and costs advanced ($47.09) on Invoice #406503, and for costs advanced ($26.78) on Invoice #405383 for a total amount of $745.87. These are charges relating to Collective Bargaining and Storm Sewer Utility. Ayes: Pritchett, Scanzoni, Garde, Johnson, Boster. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.
Motion by Pritchett, seconded by Johnson to purchase four pick up trucks from Safety Partners at a total cost of $26,000.00. Two trucks will be paid from Streets, one truck will be paid from Water and the fourth truck will be paid from Civic Improvement. Ayes: Scanzoni, Garde, Johnson, Boster, Pritchett. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.
UTILITIES-
Motion by Boster, seconded by Garde to pay Invoice #420351 to Utility Service Co. for annual maintenance performed on the elevated water tower in the amount of $19,997.33. Ayes: Garde, Johnson, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.
Motion by Boster, seconded by Garde to pay the Illinois Commerce Commission for Ameren Incident Report regarding damage to a gas main in the amount of $652.50. Ayes: Johnson, Boster, Pritchett, Scanzoni, Garde. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.
STREET-
Motion by Garde, seconded by Pritchett to pay $28,753.20 to Illinois Department of Transportation for the third of five annual payments for the City’s portion of the Main Street – from Route 4 to Elm Street Project (to be paid from MFT – due October 1). Ayes: Boster, Pritchett, Scanzoni, Garde, Johnson. Nayes: None. Absent: Bodner, Plenske, Sievers. Motion carried.

Mayor Neuhaus had been contacted by the Bank of Springfield to notify the City that they will be hosting an Open House on Wednesday, September 6, 2017, from 4:30 to 6:30 P.M. at their newly remodeled branch in Staunton.
Alderman Prithchett asked Attorney Lading if a detail of services could be included on the monthly invoice from Sandberg, Phoenix and von Gontard. Attorney Lading said this would be something that could be discussed.
XII. EXECUTIVE SESSION—
Motion by Garde, seconded by Johnson to go in to Exeuctive Session to discuss
