MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 25, 2017

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 25, 2017

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

VI. CORRESPONDENCE

Received a letter from the Staunton Clergy Association requesting permission to hold

their 2nd Annual Trunk or Treat on Main Street on Sunday, October 29, 2017, from 4:00 to 5:30 P.M. They are asking to close Main Street from Wood Street to Laurel Street from 3:00 to 6:00 P.M. for the event.

Received a letter from St. Michael’s Parish Octoberfest with request for the weekend of October 7th and 8th, 2017, with items being consistent as in years past including street closures and assistance from the Staunton Police Department for their annual Octoberfest celebration.

Received a letter from the Staunton Lions Club regarding the upcoming Halloween

Parade. Plans are to have the parade on Monday, October 30, 2017 at 6:00 P.M. with Tuesday, October 31 as the rain date. The parade will begin at City Hall and proceed east on Main Street to Laurel Street and then south on Laurel to Henry Street, ending at the VFW Hall. They are asking to have those streets closed to traffic during the parade.

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Johnson to grant permission to the Staunton Clergy Association to hold their 2nd Annual Trunk or Treat on Main Street on Sunday, October 29, 2017 and also to close Main Street from Wood Street to Laurel Street from 3:00 to 6:00 P.M. for the event. Ayes: Johnson, Boster, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Bodner, seconded by Johnson to approve requests from the St. Michael’s Parish Octoberfest Committee for the weekend of October 7th and 8th, 2017, with items being consistent as in years past including street closures and assistance from the Staunton Police Department at their annual Octoberfest celebration. Motion by Pritchett, seconded by Boster to pay Invoice dated September 13, 2017 to John H. Crawford & Associates for Main Street Sanitary Sewer Design in the amount of $13,744.00. Ayes: Boster, Pritchett, Scanzoni, Bodner, Garde. Nayes: Johnson. Absent: Plenske, Sievers. Motion carried 5 Ayes; 1 Naye.

Motion by Garde, seconded by Pritchett to accept low bid from DeLaurent Construction Co. for the Pearl Street Resurfacing Project in the amount of $33,998.00. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Boster. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Garde, seconded by Pritchett to accept low bid from DeLaurent Construction Co. for the resurfacing of the Pearl and Wood Street intersection in the amount of $4,865.52. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Boster. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Bodner to approve Ordinance #1906 Approving An Annexation Agreement With Kenneth Mihelcic To Annex Property Located At 3473 Sugar Shack Lane, Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation). Ayes: Scanzoni, Bodner, Garde, Johnson, Boster, Pritchett. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Bodner to approve Ordinance #1907 Approving An Annexation Agreement With Jesse Campbell To Annex Property Located At 9112 Renken Rd., Staunton, IL To The City Of Staunton, Illinois (Pre-Annexation). Ayes: Bodner, Garde, Johnson, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Plenske, Sievers. Motion carried.

Motion by Johnson, seconded by Scanzoni to waive 1st reading of Ordinance #1911 Approving A Charity Roadblock By Adopt-A-Pet At The Intersection Of Main And Route 4 And Main And Union (October 21, 2017). XI. NEW BUSINESS-

Alderman Scanzoni has been contacted by Becky Painter regarding some extra netting at the soccer fields. The Staunton Sports Boosters would be purchasing the netting and installing it, so consequently, there would be no cost to the City. Alderman Garde reminded that they should make sure they take extreme caution before doing any digging due to electric and telephone lines in the area. They will need to call for a J.U.L.I.E. located before any work is started.

XII. EXECUTIVE SESSION—

Motion by Johnson, seconded by Bodner to go in to Executive Session at 7:13 P.M. to

discuss Real Estate Acquisition and Personnel. Ayes: Garde, Johnson, Boster,

Pritchett, Scanzoni, Bodner. Nayes: None. Absent: Plenske, Sievers. Motion

carried.

Motion by Bodner, seconded by Boster to return to regular order of business at 7:27

P.M. Ayes: Johnson, Boster, Pritchett, Scanzoni, Bodner, Garde. Nayes: None.
