City Council Meeting Minutes--November 13, 2017

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, NOVEMBER 13, 2017

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 13, 2017

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Rich Garde, Bill Boster, Ryan Pritchett, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

NOT ATTENDING: Alderwoman Maria Bodner, Aldermen Rick Johnson, Chad Plenske, Herb Sievers and City Treasurer Cindy Pirok.

Motion by Garde, seconded by Scanzoni to suspend regular order of business to address Resolution #2017-19. Ayes: Garde, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Bodner, Johnson, Sievers, Plenske. Motion carried.

Motion by Garde, seconded by Scanzoni to approve Resolution #2017-19 A Resolution Making Legislative Findings And Declaring The Ward 2 Aldermanic Seat Of Alderman Sievers Abandoned And Vacant. Ayes: Garde, Boster, Scanzoni, Neuhaus. Nayes: Pritchett. Absent: Bodner, Johnson, Sievers, Plenske. Motion carried 4 Ayes; 1 Naye.

VI. CORRESPONDENCE

The Illinois Department of Public Health awarded a Certificate of Commendation to the Staunton Water Department in recognition of achieving the highest standard of

compliance in accordance with the Illinois Fluoridation Act.

Received a letter from the Staunton Chamber of Commerce requesting the City of

Staunton to pay $840.00 for the trolley for Snack with Santa on December 2, 2017. They are also asking for the City to pay the cost of the community Christmas Tree, with the cost of the tree being $340.00. Their final request is to close Main Street on Friday, December 1, 2017 from 3:30 to 9:00 P.M. from Edwardsville to Laurel Street for the Holiday Walk.

VIII. CITY CLERK’S REPORT

City Hall Office will be closed on Thursday, November 23 and Friday, November 24 for the Thankgiving Holiday. All Public Works Employees (except for one water plant employee) will be off those days as well. Agenda items for the November 27th City Council Meeting will need to be turned in by Wednesday, November 22nd.

The new server and work stations for City Hall have been installed by Illini Tech and

the installation went very smooth.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Pritchett, seconded by Scanzoni to grant request from the Staunton Chamber of Commerce to close Main Street from Edwardsville to Laurel Street on Friday, December 1, 2017 from 3:30 to 9:00 P.M. for their Annual Holiday Walk. Ayes: Boster, Pritchett, Scanzoni, Garde. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

PARK & CIVIC IMPROVEMENT –

Nothing to report.

FINANCE–

Motion by Pritchett, seconded by Scanzoni to approve Renewal Quote #R1-1000086-1718-01 with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2017 to December 1, 2018, in the amount of $76,994.00. The Staunton Public Library will be reimbursing the City $850.00 for their portion of the premium. Ayes: Pritchett, Scanzoni, Garde, Boster. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Pritchett, seconded by Boster to approve 2016-2017 Annual Financial Audit for the City of Staunton by Kerber, Eck & Braeckel, LLP. Ayes: Scanzoni, Garde, Boster, Pritchett. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Pritchett, seconded by Scanzoni to approve Crawford and Associates for engineering on the Storm Sewer Project. Ayes: Garde, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Pritchett, seconded by Garde to pay Invoice #410127 to Sandberg, Phoenix & von Gontard for Professional Services renedered regarding the Storm Sewer Utility and Union Contract Negotiations in the amount of $2,728.85. Ayes: Boster, Pritchett, Scanzoni, Garde. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

UTILITIES-

Motion by Boster, seconded by Scanzoni to seek bids for the Sixth, Seventh and Easton Streets water main loop. Ayes: Pritchett, Scanzoni, Garde, Boster. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Boster, seconded by Garde to seek bids for the Walnut Street from Second to Seventh Street loop. Ayes: Scanzoni, Garde, Boster, Pritchett. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

STREET-

Motion by Garde, seconded by Pritchett to pay Invoice #245087 to Neenah Foundry for stock frames and grates used for inlet installation in the amount of $1,663.00. Ayes: Garde, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Scanzoni, seconded by Pritchett to approve paying $840.00 to Kelly’s Limousine for the trolley for Snack with Santa, which will be held on Saturday, December 2, 2017. Ayes: Boster, Pritchett, Scanzoni, Garde. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Scanzoni, seconded by Pritchett to pay $340.00 to Max B. Mullins / Mayfield Landscaping for the community Christmas tree that will be put up near the City Hall parking lot. Ayes: Pritchett, Scanzoni, Garde, Boster. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

PERSONNEL –

Motion by Pritchett, seconded by Scanzoni to hire Tim Smiddy, Mindy Beisner, Alicia DeWitt, Lori Frailey, James A. Bianco and Brittany Floyd as Part Time Police Dispatchers. Ayes: Scanzoni, Garde, Boster, Pritchett. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Scanzoni, seconded by Garde to waive 1st reading of Ordinance #1915 Amending Chapter Seven, Article Six, Section Nine Of The Staunton Revised Code of Ordinances. Ayes: Garde, Boster, Pritchett, Scanzoni. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Scanzoni, seconded by Garde to approve Ordinance #1915 Amending Chapter Seven, Article Six, Section Nine Of The Staunton Revised Code Of Ordinances. Ayes: Boster, Pritchett, Scanzoni, Garde. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Motion by Garde, seconded by Pritchett to go in to Executive Session at 7:13 P.M. to

discuss Real Estate Acquisition and Collective Bargaining. Ayes: Scanzoni, Garde,

Boster, Pritchett. Nayes: None. Absent: Bodner, Johnson, Plenske. Motion carried.

Alderman Scanzoni left the meeting at this time.
