MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON TUESDAY, DECEMBER 26, 2017

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Tuesday, December 26, 2017

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Maria Bodner, Ray Scroggins, Chad Plenske, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier and Public Works Director Mike Kuethe.

NOT ATTENDING: Aldermen Rich Garde, Rick Johnson, Bill Boster, Ryan Pritchett, Police Chief Jeff Doerr, City Treasurer Cindy Pirok and City Attorney Phil Lading.

Received a letter from the Boeing Employee Bicycle Club thanking the City of Staunton for their efforts in support of bicycling and the support of the annual Tour de Donut. Included with the letter was a $4,000.00 donation check.

City Hall Office will be closed on January 1, 2018 for the New Year holiday. All Public Works Employees (except one water treatment plant employee) will be off as well.

FINANCE–

Motion by Plenske, seconded by Scanzoni to pay Invoice #25602 to Lauterbach & Amen, LLP for professional services rendered in connection with the preparation of Actuarial Report for the fiscal year ending April 30, 2017 – GASB 67/68 Police Pension Fund in the amount of $2,250.00. Ayes: Plenske, Scanzoni, Bodner, Scroggins. Nayes: None. Absent: Garde, Johnson, Boster, Pritchett. Motion carried.

Motion by Plenske, seconded by Scroggins to pay Invoice #414641 to Sandberg, Phoenix & von Gontard for professional services rendered regarding Union Contracts and the Storm Sewer Utility in the amount of $1,472.40. Ayes: Scanzoni, Bodner, Scroggins, Plenske. Nayes: None. Absent: Garde, Johnson, Boster, Pritchett. Motion carried.

UTILITIES-

Motion by Bodner, seconded by Plenske to pay Invoice #414173 to Sandberg, Phoenix & von Gontard for professional services rendered regarding water water treatment plant litigation in the amount of $3,160.75. Ayes: Bodner, Scroggins, Plenske, Scanzoni. Nayes: None. Absent: Garde, Johnson, Boster, Pritchett. Motion carried.

Motion by Bodner, seconded by Scroggins to accept low bid and purchase materials from Schulte Supply for the 6th, Easton, 7th Street Water Main Loop Project in the amount of $10,084.07. Ayes: Scroggins, Plenske, Scanzoni, Bodner. Nayes: None. Absent: Garde, Johnson, Boster, Pritchett. Motion carried.

Motion by Bodner, seconded by Scanzoni to accept low bid and purchase materials from Schulte Supply for the Walnut Street, 7th to 2nd to Madison Street Water Main Project in the amount of $12,852.67. Ayes: Plenske, Scanzoni, Bodner, Scroggins. Nayes: None. Absent: Garde, Johnson, Boster, Pritchett. Motion carried.

STREET-

Motion by Scanzoni, seconded by Plenske to purchase 300’ of 12” steel corrugated culvert and 12 – 12” connecting bands from Midwest Municipal Supply at a total cost of $2,586.00. Ayes: Scanzoni, Bodner, Scroggins, Plenske. Nayes: None. Absent: Garde, Johnson, Boster, Pritchett. Motion carried.
