MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, FEBRUARY 12, 2018

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, February 12, 2018

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

Motion by Bodner, seconded by Plenske to pay Country Club Lawn & Tree the 2018 Prepay Discount for four lawn treatments at the soccer fields in the amount of $2,394.00, for all four treatments.  Ayes:  Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  None.  Absent:  None.  Motion carried.

 

FINANCE–

 

Motion by Pritchett, seconded by Garde to pay Invoice dated January 17, 2018 to John H. Crawford & Associates for Design Engineering on the Gensing Creek Drainage Project in the amount of $20,000.00.  Ayes:  Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde.  Nayes:  Johnson.  Absent:  None.  Motion carried 7 Ayes; 1 Naye.

 

Motion by Pritchett, seconded by Garde to pay Invoice #416907 to Sandberg, Phoenix & von Gontard for Professional Services rendered for the Storm Water Utility and Union Contract Negotiations in the amount of $1,531.31.  Ayes:  Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Pritchett, seconded by Plenske to pay Invoice #417280 to Sandberg, Phoenix & von Gontard for Professional Services rendered regarding the water treatment plant litigation in the amount of $446.03.  Ayes:  Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins, Schrauth.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Pritchett, seconded by Bodner to pay Invoice #691512 from Kerber, Eck & Braeckel, LLP for the second and third installments for preparation of the City’s audit for the fiscal year ending April 30, 2017 in the amount of $5,000.00.  Ayes:  Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske.  Nayes:  None.  Absent:  None.  Motion carried.

 

 

UTILITIES-

 

Motion by Garde, seconded by Schrauth authorizing Public Works Director Mike Kuethe to sign Maintenance Contract with Vandevanter Engineering for City lift station repairs (excluding McKay Lift Station) in the amount of $18,415.00.  Ayes:  Scanzoni, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett.  Nayes:  None.  Absent:  None.  Motion carried.

 

STREET-

 

Motion by Garde, seconded by Scroggins giving Mayor Neuhaus authority to sign documents closing out the 2017 M. F. T. Program.  Ayes:  Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske,  Pritchett, Scanzoni.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Garde, seconded by Pritchett to approve Resolution for 2018 M.F.T. Maintenance Program in the amount of $162,300.00.  Ayes:  Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Garde, seconded by Bodner to purchase John Deere Backhoe from Erb Equipment Company, through State Bid, at a cost of $77,254.95 (includes trade-in on 310SJ John Deere Backhoe).  Ayes:  Johnson, Scroggins, Schrauth, Plenske, Scanzoni, Bodner, Garde.  Nayes:  None.  Abstain:  Pritchett.  Absent:  None.  Motion carried 7 Ayes; 1 Abstain.
