MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, FEBRUARY 12, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, February 12, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

V.        GUESTS

                       

Martha Riley addressed the Council with some concerns regarding the sewer project that was recently completed behind her home.  Ms. Riley said the ground is settling where the work was done and she is concerned with getting stuck and the sunken area holding water.  Public Works Director Kuethe said he would be addressing the issue and take care of the problem.

 

VI.      CORRESPONDENCE

 

Received a letter from the Illinois Department of Commerce & Economic Development informing the City that the special Grant condition regarding environmental record review requirements for the CDBG Public Infrastructure Water Grant have been met. A copy of the letter is included with the agenda packet.

 

Received a letter from Madison Communications notifying the City that due to local programmers and content providers of CATV offerings imposing rate increases, Madison will be imposing rate increases as well, effective March 1, 2024.  A copy of the letter is attached to the agenda packet.

Motion by Tipler, seconded by Dias to pay Invoice #9500 from PSC Engineering for Final Inspection on the Route 4 (Alco) Sewer Extension Project in the amount of $5,828.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Dias to pay Invoice #9501 from PSC Engineering for Design Engineering on Frontage Road Sewer Project in the amount of $53,416.00.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Dias, seconded by Manning to allow Police Chief Jeff Doerr to carry over 120 hours of vacation time.  At Roll Call Vote – Ayes:   McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2231 An Ordinance Amending Staunton Ordinance No. 2037 To Add Territory To The Macoupin County Enterprise Zone.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2231 An Ordinance Amending Staunton Ordinance No. 2037 To Add Territory To The Macoupin County Enterprise Zone.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Tipler to waive 1st reading of Ordinance #2232 Amending The Liquor Code For The City Of Staunton, Illinois In Regards To Number Of Available Class D Licenses.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Ordinance #2232 Amending The Liquor Code For The City Of Staunton, Illinois In Regards To Number Of Available Class D Licenses.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-01 Authorizing The Execution Of A Redevelopment Agreement With Bart And Patti Brauer.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

X.      UNFINISHED BUSINESS—

XI.     NEW BUSINESS-

 

Motion by Dias, seconded by McKee to approve Amendment To The Intergovernmental Agreement Between The City Of Bunker Hill, City Of Carlinville, City Of Gillespie, Village Of Royal Lakes, City Of Staunton, And The County Of Macoupin For The Macoupin County Enterprise Zone, and authorizing Mayor Neuhaus to sign the Certification Page.  At Roll Call Vote – Ayes:   Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

XII.    EXECUTIVE SESSION—
