I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 23, 2018
II. PLEDGE OF ALLEGIANCE:

V. GUESTS
Norman Carnaby addressed the Council regarding his Eagle Scout Project. He is planning to erect a replica of the front of a trolley car, similar to the one that was involved in the 1910 Traction System Crash that killed 37 people. He is requesting to do this at Duda Garden, and Norman is planning to fund raise $1,200.00, which would be the cost of the project. The structure will be built with 19 gauge steel and tempered glass, so it will basically be maintenance free. The City will be working with Norman to determine the exact location of the structure.

Received an email from Rooster’s Pub requesting to close Elm Street between Main
Street and Duda Drive on Saturday, May 5, 2018, from 12:00 P.M. to 4:00 P.M. for a
Poker Run and the Dave Glover Show.

Motion by Pritchett, seconded by Johnson authorizing Mayor Neuhaus to sign engagement letter with Kerber, Eck & Braeckel confirming services for the City Audit for the Fiscal Year ending April 30, 2018. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Johnson. Nayes: None. Absent: Garde. Motion carried.
Motion by Pritchett, seconded by Johnson to pay Invoice #695417 to Kerber, Eck & Braeckel for progress billing in preparation of the April 30, 2018 audit in the amount of $2,700.00. This will be paid from the 2018-2019 Budget. Ayes: Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Johnson, Scroggins. Nayes: None. Absent: Garde. Motion carried.
Motion by Pritchett, seconded by Scanzoni to accept Proposal #P10019 from Environmental Operations, Inc. for Pre-Demolition Inspections at 200, 202 and 208 East Main Street and 104 and 110 South Laurel at an estimated total price of $1,920.00. This would be paid from the Downtown TIF Fund. Ayes: Plenske, Pritchett, Scanzoni, Bodner, Johnson, Scroggins, Schrauth. Nayes: None. Absent: Garde. Motion carried.

Motion by Pritchett, seconded by Johnson authorizing Mayor Neuhaus to sign loan
document at Bank of Springfield regarding the purchase of the new backhoe that was approved at the February 12, 2018 City Council Meeting. This will be a 3 year loan and the loan amount will be $77,254.95. Scanzoni, Bodner, Johnson, Scroggins, Schrauth, Plenske, Pritchett. Nayes: None. Absent: Garde. Motion carried.
UTILITIES-
Motion by Bodner, seconded by Scanzoni to purchase Full Year Lagoon Treatment Plan chemicals from Aquafix in the amount of $12,887.70, plus shipping, if applicable. Ayes: Bodner, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni. Nayes: None. Absent: Garde. Motion carried.

Motion by Pritchett, seconded by Bodner to approve a 2.5% pay raise for all non-union employees, effective May 1, 2018, except Mike Kuethe. Ayes: Bodner, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni. Nayes: Johnson. Absent: Garde. Motion carried 6 Ayes; 1 Naye.

X. UNFINISHED BUSINESS—
Mayor Neuhaus commented on the two large events that were held this past weekend.
The first was the Veteran’s Caravan that travelled through different towns in
Macoupin County, and ended in Staunton at the Veteran’s Memorial at City Hall.
The Mayor commended those who planned the event and he stated that it was well
attended. A lunch was served at the VFW Post in Staunton for event participants.
The second was the Macoupin CEO Program that was held at Cross Church in
Carlinville. Mayor Neuhaus stated that this event was well attended as well, and the
program has several students enrolled from Staunton High School. This allows
students to show case their “businesses” that they have started and is a very positive
program for high school students.
