MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 11, 2018

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 11, 2018

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

Received a Liquor License Application from the Staunton Fire Department for their

annual Homecoming Celebration, which will be held on June 22, 23 and 24, 2018. They are requesting to have the liquor license fee waived.

VII. TREASURER’S REPORT

Investment recently cashed in at Bank of Springfield:

Infrastructure Fund--$200,000.00 plus $1,202.71 interest

VIII. CITY CLERK’S REPORT

The annual Firemen’s Homecoming Parade will be on Sunday, June 24 at 4:00 P.M. The City of Staunton will be having their float in the parade. All City Officials are invited to walk along with the float and children and grandchildren are welcome to ride on the float. We will need to meet at City Hall at 3:30 for line up.

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Plenske approving Police Chief Jeff Doerr to sign the Working Agreement with the Childern’s Home and Aid Comprehensive Community Based Youth Services Program. Ayes: Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Bodner, seconded by Johnson to issue liquor license to the Staunton Fire Department for their annual Homecoming Celebration on June 22, 23 and 24, 2018, with the liquor license fee being waived. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Bodner, seconded by Johnson to pay Invoice to Staunton Chrysler, Dodge, Jeep and Ram for new 2018 Dodge Charger Police Car at a cost of $24,808.00. Ayes: Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: Scanzoni. Motion carried.

PARK & CIVIC IMPROVEMENT –

FINANCE–

Motion by Pritchett, seconded by Garde to pay Invoice dated June 5, 2018 from John H. Crawford & Associates for Gensing Creek Drainage Design Engineering in the amount of $35,000.00. Ayes: Plenske, Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Pritchett, seconded by Bodner to pay Invoice dated June 5, 2018 from John H. Crawford & Associates for Gensing Creek Drainage Easement Preparation in the amount of $3,200.00. Ayes: Pritchett, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Garde, seconded by Johnson to pay Invoice #425744 to Sandberg, Phoenix & von Gontard for Professional Services rendered regarding water treatment plant litigation in the amount of $872.58. Ayes: Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Garde, seconded by Pritchett to pay Invoice #169872 to Midwest Municipal Supply for materials used on the 6th, 7th, Easton Street water main loop in the amount of $2,034.00. Ayes: Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner. Nayes: None. Absent: Scanzoni. Motion carried.

TOURISM –

Motion by Johnson, seconded by Pritchett to purchase materials at a cost not to exceed $3,000.00 to build a stage for events at Duda Garden, with the stage being built at Duda Garden. Ayes: Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Johnson, seconded by Scroggins to close the following streets for Ribfest on Saturday, July 14, 2018, with all closures beginning at 12:00 A.M. on Saturday, July 14 and ending at 6:00 A.M. on Sunday, July 15 (or until all tents and stages have been removed): Main Street from Edwardsville to Laurel Street, including all intersections; Elm Street from the First National Bank driveway and heading north to where Elm Street ends; Union Street from Pearl to Main Street. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Bodner, Garde, Johnson. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Johnson, seconded by Pritchett to close the following streets for the Tour de Donut on Saturday, July 14, 2018: From 6:00 A.M. to 12:30 P.M. on Montgomery Street from Easton Street to Ash Street (including all intersections) and all of Park Lane. From 8:50 A.M.until all Tour de Donut riders have passed and for Main Street from Easton Street to Laurel Street and Laurel Street from East Pearl Street to East North Street. Ayes: Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett. Nayes: None. Absent: Scanzoni. Motion carried.

Motion by Johnson, seconded by Plenske to pay Invoice #2562 to Auto Sound & Security for Wireless Speaker System at a cost of $2,320.00. Ayes: Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Bodner. Nayes: None. Absent: Scanzoni. Motion carried.
