MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 11, 2019

I. CALL TO ORDER:

Mayor Pro-Tem Maria Bodner called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 11, 2019

II. PLEDGE OF ALLEGIANCE:

Mayor Pro-Tem Maria Bodner led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

V. GUESTS

Police Chief Jeff Doerr made special mention of the donations that the Staunton Police Department received in memory of former part time police dispatcher Kay Kilduff. $1,030.00 was given in Kay’s memory, and Chief Doerr thanked the family for making the police department a designee for memorials.

VI. CORRESPONDENCE

Received an e-mail from Bill Boster, representing the Staunton Little League, requesting permission to host their annual Little League Parade on Saturday, May 4, 2019 at 10:00 A.M., with a rain date being Saturday, May 18, 2019

The “Traveling Help Desk” was held today at City Hall by a representative for

Congressman Rodney Davis. This was discussed at the last City Council Meeting.

Attendance was very small for the event.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Scanzoni to grant request from the Staunton Little League to host their annual Little League Parade on Saturday, May 4, 2019 at 10:00 A.M. In case of inclement weather, the parade would be held on Saturday, May 18, 2019. Ayes: Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: None. Motion carried.

PARK & CIVIC IMPROVEMENT –

Nothing to report.

FINANCE–

Motion by Pritchett, seconded by Johnson to pay Invoice #57184 from Illinois Public Risk Fund for $1,298.00, which is the balance due following the completion of the Workers’ Compensation Audit. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: None. Motion carried.

Motion by Pritchett, seconded by Scroggins to approve Electric Service Agreement with Homefield Energy for City municipal locations. Ayes: Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: None. Motion carried.

UTILITIES-

Nothing to report.

STREET-

Motion by Garde, seconded by Plenske to pay Invoice #1928 to Laughlin Electric, Inc. for street light lamp upgrades as well as lamp upgrades at City Hall and the Public Works Building in the amount of $947.00. Payment will be split accordingly.

Ayes: Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins, Schrauth. Nayes: None. Absent: None. Motion carried. Alderman Garde thanked Troy Laughlin for working with the City to obtain the Ameren Grant, as this will save the City a considerable amount on the monthly electric bills after completing the lighting upgrades.

Motion by Scroggins, seconded by Johnson to waive 1st reading of Ordinance #1975 Amending Chapter 27, Article IV Of The City Code Regarding Tobacco Possession By Minors Within The City. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske. Nayes: None. Absent: None. Motion carried.
