I. CALL TO ORDER:
Mayor Pro-Tem Maria Bodner called the Staunton City Council Meeting to order at 7:00 P.M. on Tuesday, Novemberber 12, 2019
II. PLEDGE OF ALLEGIANCE:

Received a note from Ralph Blotevogal stating that he will be resigning from the Staunton City Cemetery Board

Motion by Taylor, seconded by Scanzoni to approve request from Zion Lutheran Church to have no parking on the north side of Henry Street from Elm to Wood Street on Sunday December 8, 2019 from 5:30 to 7:30 P.M. for their Live Nativity. PARK & CIVIC IMPROVEMENT –

FINANCE–
Motion by Taylor, seconded by Plenske to approve 2020 Worker’s Compensation Renewal with Illinois Public Risk Fund at a cost of $46,932.00. This is $8,619.00 less than last years premium. Ayes: Hanks, Plenske, Taylor, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.
WATER-
Motion by Hanks, seconded by Plenske to approve Quote #100502682v1 from Hach Co. for replacement probe for PH tester in the amount of $1,132.00. Ayes: Plenske, Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.
Motion by Hanks, seconded by Plenske to approve Quote #100500317v1 from Hach Co. for fluoride analyzer repairs in the amount of $2,432.00. Ayes: Plenske, Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.
Motion by Hanks, seconded by Plenske to approve Renewal Quote with Hach Co. for annual maintenance at the water treatment plant in the amount of $10,056.00. Starting date is January 1, 2020 and end date is December 31, 2020. Ayes: Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks, Plenske. Nayes: None. Absent: None. Motion carried.
Motion by Hanks, seconded by Taylor to proceed with design engineering with John H. Crawford & Associates for East Pearl to East Macoupin Street watermain project in 2020. Prior to the roll call vote being taken, Alderman Wallace asked if there was an estimate for the cost of the design fees associated with the project. Public Works Director Kuethe had the estimate and brought a copy to the Council. Alderman Wallace stated that the estimated cost of $44,211.00 is just under the threshold amount of $45,000.00, which would mean that the City would be able to seek other bids, and not necessarily go with the lowest bid, but rather the best quality based bid. Alderman Taylor rescinded her second to the motion and Alderman Hanks re-stated the motion as follows:
Motion by Hanks, seconded by Plenske to proceed with design engineering at a cost not to exceed $44,211.00 with John H. Crawford & Associates for East Pearl to East Macoupin Street watermain project in 2020. Ayes: Scanzoni, Bodner, Wallace, Johnson, Hanks, Plenske, Taylor. Nayes: None. Absent: None. Motion carried.

Alderman Bodner will be meeting with both part time yard waste attendants to
work out a schedule.

X. UNFINISHED BUSINESS—
Alderman Taylor asked how things were coming along with the codification updates
to the Zoning Code. Attorney Lading stated that Alderman Wallace has done a lot of
work making revisions and he feels the code is getting close to being finalized. A
Public Hearing will be held before the Zoning Hearing Officer, who will then make
the revised recommendations to the Council.
Alderman Taylor also asked if anyone has heard anything regarding the replacement
of Ward 3 Alderman, which has left a vacancy due to the recent resignation. No one
has heard anything about a replacement as of this time.
XI. NEW BUSINESS-
Attorney Lading made mention that today is City Clerk Stiegemeier’s 60th Birthday!
