MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 10, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 10, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota, John Moore and Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, Police Chief Jeff Doerr and City Attorney Phil Lading. .

NOT ATTENDING: City Treasurer Cindy Pirok and Public Works Director Mike Kuethe.

Received a letter of resignation from Zoning Administrator/Code Enforcement Officer Brad Miller. Brad’s letter is dated April 4, 2023 and his resignation is effective immediately.

Certificate of Deposit recently cashed in at Bank of Hillsboro:

Civic Improvement Fund $100,000.00 plus $615.09 interest


VIII. CITY CLERK’S REPORT

Governor Pritzker has signed a new Gubernatorial Disaster Proclamation extending the statewide declaration through April 29, 2023, which means that public meetings may continue to be held remotely.

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to pay Invoice #403890 to Leads Online for annual Total Track Investigation System Service Package in the amount of $1,635.00. The service dates are May 1, 2023 through April 30, 2024. At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


PARK & CIVIC IMPROVEMENT –

Nothing to report.


FINANCE–

Motion by Moore, seconded by Machota to pay Invoice #765232 from Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $3,462.90. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


WATER-

STREET / SEWER

Motion by Machota, seconded by Tipler to accept low bid from Kamadulski Excavating & Grading Co. Inc. for the Route 4 Sanitary Sewer Main Extension Project in the amount of $93,072.00. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Machota, seconded by Tipler authorizing Mayor Neuhaus to sign Notice of Award to Kamadulski Excavating & Grading Co., Inc. for the Route 4 Sanitary Sewer Main Extension Project. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, Moore. Nayes: None. Absent: None. Motion carried.

PERSONNEL –


Motion by Dias, seconded by Manning to allow water treatment plant employee Laurie May to carry over 32 ¾ hours of unused vacation time that wasn’t used prior to her anniversary date due to lack of staffing at the water treatment plant. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.

JUDICIARY—


Motion by Manning, seconded by Dias to approve Ordinance #2197 Approving A Pre-Annexation Agreement With Robert W. Worthen And Dennis Beasley Regarding Property Located At 1515 South Union, Staunton, Illinois But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time (Pin #08-2-05-05-04-401-022). At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Dias to approve Ordinance #2198 An Ordinance Annexing CertainTerritory To The City Of Staunton, Macoupin County, Illinois (1055 N. Easton Street; PIN #01-000-348-00). At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.
