MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 11, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 11, 2022


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, David Dias, Ryan Machota, John Moore and Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, City Treasurer Cindy Pirok and Public Works Director Mike Kuethe.


NOT ATTENDING: Aldermen Rick Johnson, Randy Hanks and Chad Plenske and Police Chief Jeff Doerr.

V. GUESTS

John Fassero from the Heritage Community Band addressed the City Council regarding the upcoming concerts that will be held in the City of Staunton. The band will be presenting five concerts this year, the first being on Memorial Day and the other four will be on Thursday evenings in July, with those concerts starting at 7:30. Mr. Fassero said the Music Performance Trust will again be reimbursing the City for band expenses. He wasn’t sure as to an exact amount, but last year they reimbursed the City 50 percent of the cost. Contracts will need to be signed in the near future for the upcoming concerts. Mr. Fassero said that this will be the 159th year of consecutive performances, and he feels that this is one of the top few in the country to hold this record. The band would again ask for the continued support of the community by attending the concerts.

VI. CORRESPONDENCE


Received an email from Zion Lutheran School requesting to close Henry Street from Hoxsey to Wood Street on Thursday, May 12, 2022 from 6:00 to 8:00 P.M. for a Touch-A Truck Event, which will be held in front of the school.


VII. TREASURER’S REPORT

Certificates of Deposit recently cashed in at Bank of Hillsboro:

Band Fund--$10,000.00 plus $7.95 interest

ESDA Fund--$10,000.00 plus $7.95 interest

General Fund--$200,000.00 plus $158.74 interest

VIII. CITY CLERK’S REPORT

I recently completed an audit with the Illinois Municipal Retirement Fund and the City was in compliance with all reports requested.


Please make sure that all completed Economic Interest Statements are returned to me no later than April 20th. I need to have them returned to Macoupin County Clerk Pete Duncan by May 1st.


The City Clerk’s Office will be closed on Friday, April 15, 2022 for the Good Friday holiday. All public works employees, except on water treatment plant employee, will be off that day as well.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to approve request from Zion Lutheran School to close Henry Street from Hoxsey to Wood Street on Thursday, May 12, 2022, from 6:00 to 8:00 P.M. for a Touch-A-Truck event. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Johnson, Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Dias to approve Quote #32214 from Illini Tech Services for one Dell Desktop Computer for the police department at a cost of $1,180.00. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Machota. Nayes: None. Absent: Johnson, Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Dias to approve Quote #32212 from Illini Tech Services for three Laptop Compters for the police department at a cost of $4,347.00. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Machota, Moore. Nayes: None. Absent: Johnson, Hanks, Plenske. Motion carried.
