MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 13, 2026
I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 13, 2026.
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:
City Clerk Stiegemeier called roll with the following persons:

Received an email from Community Hospital of Staunton requesting to close Caldwell Street between Olive and Pennsylvania Streets on May 16th, 2026 for a community event celebrating their 75 - Year Anniversary.

It’s the time of year again to file the annual Economic Interest Statements with Macoupin County Clerk Pete Duncan. I have printed the forms for you and have also sent you the link via e-mail should you decide to file the Statement on line. This is required annually and the forms must be submitted no later than May 1, 2026.

Motion by Frank, seconded by Manning to grant request from Community Hospital of Staunton to close Caldwell Street between Olive and Pennsylvania Streets on May 16th, 2026 from 10:00 A.M. to 5:00 P.M. for a community event celebrating their 75 – Year Anniversary. At Roll Call Vote – Ayes: Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank. Nayes: None. Absent: None. Motion carried.
PARK & CIVIC IMPROVEMENT –

The Bid Opening was held on 04/10/26 regarding the parking lot at Laurel and Main.
Motion by Tipler, seconded by McKee to approve bid for the parking lot at Laurel and Main from Brucon Construction Services in the amount of $102,316.00. At Roll Call Vote – Ayes: Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg. Nayes: None. Absent: None. Motion carried.
Motion by Tipler, seconded by McKee to approve expenses for the Route 66 Mother Road Park Project at a cost not to exceed $200,00.00. At Roll Call Vote – Ayes: Bagaglio, McKee, Tipler, Maning Frank, Berg, Machota. Nayes: None. Absent: None. Motion carried.

Motion by Machota, seconded by Tipler to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Beelman Logistics for road maintenance (CM-13 Trap Rock) in the amount of $49,170.00. At Roll Call Vote – Ayes: McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio. Nayes: None. Absent: None. Motion carried.
Motion by Machota, seconded by Tipler to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Beelman Logistics for road maintenance (CA-6 and CA-7) in the amount of $24,512.50. At Roll Call Vote – Ayes: Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee. Nayes: None. Absent: None. Motion carried.
Motion by Machota, seconded by Frank to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Illiana Construction Company for road maintenance (CRS-2 and Seal Coat Aggregate) in the amount of $108,175.00. At Roll Call Vote – Ayes: Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank. Nayes: None. Absent: None. Motion carried.
Motion by Machota, seconded by Manning to approve “Purchase of Stock Culverts” from Metal Culverts Inc. in the amount of $23,663.25. At Roll Call Vote – Ayes: Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler. Nayes: None. Absent: None. Motion carried.

Motion by Berg, seconded by McKee to approve a $2,000.00 donation to the Staunton Fire Department for Homecoming expenses. At Roll Call Vote – Ayes: Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning. Nayes: None. Absent: None. Motion carried.
PERSONNEL –
Motion by Frank, seconded by Manning to hire Daniel Eller, Scott Woker and Dylan Mason as Full Time Police Officers, per recommendation by the Staunton Police Commission, and to authorize their attendance to the Southwestern Illinois College Police Academy. At Roll Call Vote – Ayes: Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank. Nayes: None. Absent: None. Motion carried.
City Clerk Stiegemeier administered the Oath of Office to newly hired Full Time Police Officer Daniel Eller.
Motion by Frank, seconded by Tipler to hire Alicia Walker, Sean Vinson, Jessica Nungesser, Callie Redmon and Ellen Price as Part Time Police Dispatchers. At Roll Call Vote – Ayes: Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg. Nayes: None. Absent: None. Motion carried.

Community Hospital of Staunton is holding a Sporting Clay Classic on May 9th and
they are looking for sponsorship and teams for the event. Registration for teams and
sponsorship can be done on line at stauntonhospital.org.
This is National Public Safety Telecommunicators Week. Alderman Tipler thanked
all of our police dispatchers for their dedication to the Police Department as well as to
the residents of Staunton.
