City Council Meeting Minutes -- April 22, 2024

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 22, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 22, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Dias, Kristy Berg, Ryan Machota, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.

 

            ELECTRONIC ATTENDANCE:  City Attorney Phil Lading.

V.        GUESTS

                                   

 Lori Ziegler was present addressing her concern with lack of investigation in to the death of Lonnie Ziegler.  She was questioning policies regarding deaths when they occur in another person’s house.  Chief Doerr stated that the death had been investigated and he needed to see the autopsy report seeing the cause of death, which in this case was death by overdose.  Chief Doerr turned the case over to the Macoupin County Sheriff’s Department as a homicide case.  This will be discussed further in a committee meeting. 

 

VI.      CORRESPONDENCE

 

Received a letter of resignation from full time police officer Leonard Rankin, dated April 4, 2024.  Officer Rankin’s last date of employment with the Staunton Police Department will be April 26, 2024.

 

Received an email from the Staunton FFA Alumni asking to reserve the Fireman’s Park on Saturday, September 7, 2024, for their annual FFA Alumni Tractor Drive.  They are asking to have the park rental fee waived. 

 

VII.     TREASURER’S REPORT

 

Certificates of Deposit recently cashed in at Bank of Springfield:

Bond/Interest Fund -- $150,000.00 plus $5,085.53 interest

Reserve Fund -- $200,000.00 plus $6,780.70

  

Certificates of Deposit recently purchased at Bank of Springfield for 9 months at 5.15%:

Bond/Interest Fund -- $100,000.00

Reserve Fund -- $200,000.00

 

VIII.   CITY CLERK’S REPORT

 

Economic Interest forms must be submitted to Macoupin County Clerk Pete Duncan by May 1st, 2024.  If you haven’t completed your forms yet, please do so as soon as possible.

 

On behalf of everyone in the City Clerk’s Office, as well as all City Officials and employees, I would like to extend congratulations to Tonya Whaley on her marriage this past Saturday.  Tonya was married to Jacob Langley and I would like to wish them a lifetime of happiness.

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Dias, seconded by Tipler to close Union Street from Main to Pearl Street and Pearl Street from Union to Elm Street on Saturday, April 27, 2024 from 3:00 P.M. to 10:00 P.M. for the Glow Ride.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Dias.  Nayes:  None.  Absent:  Manning.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Tipler, seconded by McKee to grant request from the Staunton FFA Alumni to reserve the Fireman’s Park on Saturday, September 7, 2024, for their annual FFA Alumni Tractor Drive, with the park rental fee being waived.  At Roll Call Vote – Ayes:   Machota, McKee, Tipler, Dias, Berg.  Nayes:  None.  Absent:  Manning.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by Dias to pay Invoice #3303 to Laughlin Electric for electrical work completed at the South Water Tower Park and the Water Treatment Plant.  $410.00 will be paid from line item 17.51.891.0 and $1,080.00 will be paid from line item 38.45.511.0.  At Roll Call Vote – Ayes:  McKee, Tipler, Dias, Berg, Machota.  Nayes:  None.  Absent:  Manning.  Motion carried. 

     

WATER-

 

Motion by Berg, seconded by Dias to pay Invoice #240312 to Leak Detection Services, Inc. for assistance in leak location in the amount of $1,528.50.  At Roll Call Vote – Ayes:   Tipler, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  Manning.  Motion carried.

Motion by Dias, seconded by Tipler to hire Xavier A. Zaragosa and Ethan B. Hoese as Full Time Police Officers, per recommendation by the Staunton Police Commission, and to authorize their attendance to the S.W.I.C. Police Academy.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  Manning.  Motion carried.

Motion by Dias, seconded by Tipler to approve Ordinance #2239 An Ordinance Making Appropriations For The Fiscal Year Beginning May 1, 2024 And Ending April 30, 2025.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Dias.  Nayes:  None.  Absent:  Manning.  Motion carried. 

 

1st reading of Ordinance #2241 Approving A Pre-Annexation Agreement With Mary A. Heyen Regarding Property Located At 16336 VFW Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time

 

Motion by Dias, seconded by Tipler to approve Resolution #2024-10 A Resolution Declaring Surplus Property And Authorizing Its Disposition.  At Roll Call Vote – Ayes:   Machota, McKee, Tipler, Dias, Berg.  Nayes:  None.   Absent:  Manning.  Motion carried.
