MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 24, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 24, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

V. GUESTS

John Fassero, representing the Heritage Community Band, informed the Council that the Band will be having five concerts in Staunton this summer. This first will be on Memorial Day and the other four will be the four Thursdays in July. The new band director in Mt. Olive is working on recruiting students to join the band. Mr. Fassero thanked the City for their support.


VI. CORRESPONDENCE

Received an email from Zion Lutheran School, requesting to close Henry Street from Wood to Elm Street on Wednesday, April 26, 2023 from 6:00 P.M. to 8:30 P.M. for a Family Touch A Truck night.

Motion by Manning, seconded by Dias to approve request fromZion Lutheran School to close Henry Street from Wood to Elm Street on Wednesday, April 26, 2023 from 6:00 P.M. to 8:30 P.M. for a Family Touch A Truck night. PARK & CIVIC IMPROVEMENT –

Motion by Tipler, seconded by Manning to pay Invoice #2000 to Moran Economic Development, LLC for services rendered regarding the new Business District Plan, in the amount of $11,539.89. This will be paid from budget line item 35.61.919.0. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Moore to approve Quote from Midwest Turf Management for spring and fall weed control and fertilizer at the soccer fields and ball diamonds in the amount of $3,660.00. $1,830.00 will be paid from the current budget and $1,830.00 will be paid from the 2023-2024 budget, all from line item 17.51.891.0. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Moore to pay Invoice #114925 from Fehr Graham for Services Rendered regarding the Community Project Funding Application in the amount of $1,500.00. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, Moore. Nayes: None. Absent: None. Motion carried.


FINANCE–

Motion by Moore, seconded by Tipler to pay Invoice #85253 from Illinois Public Risk Fund for $2,357.00, which is the balance due following the completion of the Workers’ Compensation Audit. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.

WATER-

Motion by Moore, seconded by Tipler to pay Invoice #23-259 from Kamadulski Excavating & Grading Co., Inc. for water treatment plant lagoon maintenance in the amount of $10,650.00. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2200 Amending Chapter 4, Article V, Of The City Code Regarding The Board Of Police Commissioners For The City Of Staunton, Illinois.
