MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 25, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 25, 2022.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, David Dias, Ryan Machota, John Moore, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, and Public Works Director Mike Kuethe.

PARK & CIVIC IMPROVEMENT –

Motion by Manning, seconded by Dias to waive park rental fee requested from Staunton Schools on Thursday, May 12, 2022 at Firemen’s Park, to host a Fun Day event for the 8th grade students. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.


FINANCE–

Motion by Moore, seconded by Johnson to approve Retail Electric Supplier Agreement with Mid American Energy Services, LLC for Energy Services for City owned properties, with the Contract being effective for 36 months at a rate of $0.103760. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


WATER-

STREET / SEWER

Motion by Machota, seconded by Moore to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Beelman Logistics for road maintenance (CA-13) in the amount of $38,775.00. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Machota, seconded by Moore to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Beelman Logistics for road maintenance (CA-6 and CA-7) in the amount of $27,459.00. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Machota, seconded by Moore to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Illiana Construction Company for road maintenance (HFRS-2 and Seal Coat Aggregate) in the amount of $102,450.00. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks, Plenske.

PERSONNEL –

Motion by Dias, seconded by Johnson to approve wage for current Park & Recreation employees to $15.00 per hour, effective May 1, 2022. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Machota, Moore. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to approve wage for current Crossing Guard, Yard Waste Site Attendant and Janitor to $13.00 per hour, effective May 1, 2022. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Moore, Scanzoni. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to approve 2 ½ percent pay increase to all other non-union City of Staunton employees, effective May 1, 2022. At Roll Call Vote – Ayes: Dias, Johnson, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Hanks, Plenske. Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2158 Approving A Charity Roadblock By V.F.W. Post #1241 At The Intersection Of Main And Route 4 And Main And Union (May 13 & 14, 2022). At Roll Call Vote – Ayes: Johnson, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.
