MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 11, 2025

 

I.          CALL TO ORDER:

 

            Mayor Pro-Tem Terry Tipler called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 11, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Pro-Tem Terry Tipler led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, Ben Frank,  Kristy Berg, Ryan Machota,  Anthony Bagaglio, Matthew McKee, Terry Tipler, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

Girl Scout Project at the Fireman’s Park bathroms has been completed and approved by the Girl Scout Council She has been awarded her Gold Award for the project.

Certificates of Deposit recently matured and cashed in at Bank of Hillsboro:

Depreciation Fund--$50,000.00 plus $851.64 interest

DUI Fund--$50,000.00 plus $851.64 interest

Motion by Berg, seconded by Manning to pay Invoice #932268 from Sandberg Phoenix for Professional Services Rendered regarding condemnation proceedings at 420 East 9th Street in the amount of $3,308.60.  At Roll Call Vote – Ayes: Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried.   

 

Motion by Berg, seconded by McKee authorizing Mayor Pro-Tem Tipler to sign Three Year Agreement with Christmas Décor System for Main Street Christmas lighting at a cost of $3,745.00 per year.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Frank, seconded by Manning to accept Bid No. 25155 from Midwest Industrial Contractors for demolition of the building at 212 East Main Street at a cost of $29,500.00.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Abstain:  Machota.  Nayes:  None.  Absent:  None.  Motion carried, 6 Ayes; 1 Abstain.

 

WATER-

 

Motion by Bagaglio, seconded by Machota to purchase a pallet of ¾” radio read meters from Schulte Supply for stock meters at a cost of $299.95 per meter (144 meters).  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried.

            JUDICIARY—

 

Motion by Frank, seconded by Manning to approve Ordinance #2304 Implementing A Municipal Grocery Retailers’ Occupation Tax And A Municipal Grocery Service Occupation Tax For The City Of Staunton, Illinois.  This is not an additional tax, this will go in to effect when the State of Illinois Grocery Retailer’s Occupation Tax expires at the end of the calendar year.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Due to the lack of a motion,  Ordinance #2305 Approving An Increase In The Number Of Available Class A Liquor Licenses From Twelve To Thirteen, died at tonight’s meeting.

 

1st reading of Ordinance #2306 Approving A charity Roadblock By The Staunton Knights Of Columbus To Conduct Their Annual Tootsie Roll Drive At The Inersection Of Maiin And Route 4 And Main And Union (September 20, 2025)

 

Motion by Frank, seconded by McKee to approve Resolution #2025-24 Authorizing Remaining Construction Funds To Be Advanced To The City Of Staunton and Funds Will Be Applied To Gensing Creek Construction Loan.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.
