MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 12, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 12, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota, Matthew McKee and Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok and Public Works Director Mike Kuethe.

VIII.   CITY CLERK’S REPORT

 

The on-site work for the Annaul Fiscal Year Audit has been completed by C. J. Schlosser and Company.  The complete audit should be finished by the end of September.

 

IX.      COMMITTEE REPORTS

   

PUBLIC HEALTH & SAFETY  -

             

Motion by Manning, seconded by McKee to pay Invoice #24C-159 to Brownlee Data Systems for annual Village Police Maintenance Software Agreement in the amount of $1,800.00 (8/5/2024 through 8/4/2025).  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

            Nothing to report.

 

FINANCE–

 

Motion by Tipler, seconded by Dias to approve renewal of City of Staunton Employee Dental, Life, Vision and AD&D Insurance from CBIZ Benefits & Insurance Services of Illinois effective November 1, 2024, at a renewal rate of $58.23 per employee, per month (Principal Insurance Co.).  This is the same renewal rate as last year.  At Roll Call Vote – Ayes:   Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

WATER-

 

Motion by Berg, seconded by Tipler to pay Invoice #S1216267.003 from Schulte Supply for stock Radio Read Meters and Antenna Assemblies in the amount of $11,886.40.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

STREET / SEWER

            PUBLIC GROUNDS-

 

Motion by Machota, seconded by Dias to approve Quote #EST-006569 from Print Media Corporation for Cast Aluminum Letters to be mounted at the Staunton Police Department in the amount of $2,868.54.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Machota, seconded by Tipler to terminate Yard Waste Disposal Agreements with J-N-F Tree Service and Max B. Mullins Landscaping, Inc.  At Roll Call Vote – Ayes:  Manning, Dias, Machota, McKee, Tipler.  Abstain:  Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

    

            TOURISM –

 

Motion by Tipler, seconded by Dias to approve spending up to $6,500.00 for Ribfest expenses, as budgeted.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by McKee to approve spending up to $10,000.00 for Balloon Glow expenses, as budgeted.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Tipler, seconded by Dias to approve spending up to $10,000.00 for Streetfest expenses, as budgeted.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PERSONNEL –

 

Motion by Dias, seconded by Machota to hire Charles Lowe and Tyler McCracken as Full Time Police Officers, per recommendation by the Staunton Police Commission, and to authorize their attendance to the Southwestern Illinois College Police Academy.   At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

ANNEXATION –

            SPECIAL COMMITTEES –

                       Economic / TIF

 

Motion by Tipler, seconded by Machota to reimburse B&S Market, Inc. (d/b/a Bill’s IGA) 75% of the completed expenses as outlined in the TIF Redevelopment Agreement, for a total of $7,153.50 (75% of $9,538.00).  This amount exceeds 50% of the total costs incurred as of this time.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.  

 

Motion by Tipler, seconded by Dias to reimburse Jeff Roller, Staunton Chiropractic Clinic, 75% of the completed expenses as outlined in the TIF Redevelopment Agreement, for a total cost of $25,347.98 (75% of $33,797.30).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            JUDICIARY—

 

Motion by Manning, seconded by Tipler to approve Ordinance #2247 Approving An Increase In The Number Of Available Class A Liquor Licenses From Twelve To Thirteen.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee,Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2248 Amending Chapter 27, Article 8 Of The Revised Code Of Ordinances For The City Of Staunton, Illinois Prohibiting Unauthorized Camping On Public Property Within The City Of  Staunton, Illinois.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Ordinance #2248 Amending Chapter 27, Article 8 Of The Revised Code Of Ordinances For The City Of Staunton, Illinois Prohibiting Unauthorized Camping On Public Property Within The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

1st reading of Ordinance #2249 Granting A Zoning Amendment For Real Property

Located At 401 West Olive Street, Staunton, Illinois

 

Prior to the approval of the next two Resolutions, Mayor Neuhaus explained that

the amounts that are being paid at 100% are to do finishing of walls of the two

buildings that were attached to properties that the City had purchased and torn down

the buildings.  Both of the exposed walls were tied to walls of the buildings that have

been demolished. 

 

Motion by Manning, seconded by Tipler to approve Resolution #2024-25 Authorizing The Execution Of A Redevelopment Agreement With Blackbird Bakery, LLC.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-26 Authorizing The Execution Of A Redevlopment Agreement With Bart & Patti Brauer.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

X.      UNFINISHED BUSINESS—

 

          Nothing to report.

 

XI.     NEW BUSINESS-

 

           The Balloon Glow will be held this coming Saturday, August 17th, and the Ribfest will

            be held the following Saturday, August 24th.  Both events will be held at the

            Fireman’s Park.  Volunteers are needed for the Balloon Glow.  If you would like to

            volunteer, contact Carrie Borgini at Mayfield’s. 

 

 

XII.    EXECUTIVE SESSION—

 

     No Executive Session was held.
