MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 14, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 14, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota, Matthew McKee and Terry Tipler, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading and Public Works Director Mike Kuethe.


NOT ATTENDING: Mayor Craig Neuhaus and Police Chief Jeff Doerr.


Following Roll Call a motion was made by Manning, seconded by Dias to appoint Terry Tipler as Mayor Pro-Tem for tonight’s City Council Meeting. At Roll Call Vote – Ayes: Dias, Berg, Machota, McKee, Tipler, Manning. Nayes: None. Absent: None. Motion carried.

V. GUESTS

Brad Lemke, Commander of V.F.W. Post #1241, presented a Certificate of Appreciation to the City of Staunton. Brad stated that a year ago, the Post was having some financial difficulties as well as the building needed new heating and air conditioning units. They were able to raise $24,500.00 in donations to help defray the costs, with the City of Staunton being one of the donors. Brad added that currently, the post is 144 members strong and has been ranked as 10th in the Nation, among V.F.W. Posts. Mayor Pro-Tem Tipler accepted the Certificate of Appreciation from Commander Lemke.


VI. CORRESPONDENCE

Received an email from Tammy Campbell at PSC Engineering, informing the City of Staunton that the application for the 2022 Public Infrastructure Community Development Block Grant has been chosen for funding. The City will be receiving $678,705.00, to be used for water main replacement for areas east of Easton to Ash Street and from Main to Leonard Street.

VIII. CITY CLERK’S REPORT

Received a check from Ameren Illinois for $3,960.00 for their Energy Efficiency Programs. This was a rebate to the City, which was applied for by Neuhaus Heating & Air, for the installation of the new furnace and air conditioning units at the Public Works Building.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to pay Invoice #5372 to Auto Sound & Security for installation of decals and equipment on the new police cars in the amount of $4,825.00. At Roll Call Vote – Ayes: Machota, McKee, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


PARK & CIVIC IMPROVEMENT –

FINANCE–

Motion by Tipler, seconded by Manning to pay Partial Pay Estimate #1 from Kamadulski Excavating & Grading Co. for work completed on the Route 4 – Alco Sanitary Sewer Installation in the amount of $89,746.50. This will be paid from Budget Line Item 37.71.852.0. At Roll Call Vote – Ayes: McKee, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Dias to approve Subcontract Change Order #1 from Gillihan Concrete for a Performance Bond regarding the Pickleball Courts in the amount of $2,500.00. The updated Contract Price with the Change Order will be $89,470.00. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Dias to pay Invoice #790247 from Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $2,429.46. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Dias to pay Invoice #117510 from Fehr Graham for for Professional Services rendered regarding the North Street Lift Station and Force Main Project in the amount of $6,396.50. At Roll Call Vote – Ayes: Dias, Berg, Machota, McKee, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


WATER-

Motion by Berg, seconded by Dias to approve Quote #100939271V1 from Hach Company for Turbidity Meter at the water treatment plant in the amount of $3,726.00. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: None. Motion carried.


Motion by Berg, seconded by Dias to pay Invoice #2057966 to Midwest Municipal Supply for additional pipe needed for the Franklin/Hibbard Street water main project in the amount of $5,275.00. At Roll Call Vote – Ayes: Dias, Berg, Machota, McKee, Tipler, Manning. Nayes: None. Absent: None. Motion carried.
