MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 25, 2025

I.          CALL TO ORDER:

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 25, 2025.

II.        PLEDGE OF ALLEGIANCE:

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 III.      ROLL CALL:

            City Clerk Stiegemeier called roll with the following persons:

Received a letter of resignation from Part Time Police Dispatcher Freda Markle.  Her last date of employment with the City will be November 30, 2025.

Received a letter from the Staunton Volunteer Fire Department, thanking the City for the generous support of their 84^th Annual Homecoming Celebration.  A copy of the letter is attached to the agenda packet.

VII.     TREASURER’S REPORT

Certificates of Deposit recently matured and cashed in at Bank of Hillsboro:

Business District Fund--$150,000.00 plus $2,606.46 interest

Civic Improvement Fund--$250,000.00 plus $4,344.13 interest

Infrastructure Fund--$350,000.00 plus $6,081.77 interest

Reserve Fund--$200,000.00 plus $3,475.31 interest

Telecommunications Fund--$100,000.00 plus $1,737.65 interest

Water Fund--$100,000.00 plus $1,737.65 interest

VIII.   CITY CLERK’S REPORT

The Clerk’s Office will be closed on Monday, September 1^st for the Labor Day Holiday.  All public works employees will be off that day as well, except for one water treatment plant employee.

PUBLIC HEALTH & SAFETY  -

Motion by Frank, seconded by Manning to approve Quote from Quicket Solutions for the new E-Citation System at a cost of $8,525.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

            PARK & CIVIC IMPROVEMENT –

Motion by Berg, second by McKee to approve Quote from JNF Tree Service for the removal, haul and grind of a dead tree at the Fireman’s Park at a cost not to exceed $2,600.00.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried.           

FINANCE–

Motion by Tipler, seconded by Manning to pay Invoice #45606 to Environmental Operations, Inc. for Pre- Demolition Inspection at the building located at 212 East Main Street in the amount of $2,432.70.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Frank, seconded by Tipler to approve Ordinance #2306 Approving A Charity Roadblock By The Staunton Knights Of Columbus To Conduct Their Annual Tootsie Roll Drive At The Inersection Of Maiin And Route 4 And Main And Union (September 20, 2025).  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried. 

1^st reading of Ordinance #2307 Approving A Charity Roadblock By Adopt A Pet To Conduct Their Macoupin County Wide Drive At The Intersection Of Main And Route 4 And Main And Union (October 18,2025)

Motion by Frank, seconded  by Manning to waive 1^st reading of Ordinance #2308 An Ordinance Establishing No Parking On Deneen Street.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Frank, seconded by Manning to approve Ordinance #2308 An Ordinance Establishing No Parking On Deneen Street.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Frank, seconded by Tipler to waive 1^st reading of Ordinance #2309 An Ordinance Establishing No Parking On Lafayette Street.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Frank, seconded by Tipler to approve Ordinance #2309 An Ordinance Establishing No Parking On Lafayette Street.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Frank, seconded by McKee to approve Resolution #2025-25 A Resolution Approving The Filing Of An Application By The City Of Staunton For A Project To Be Funded Under The Illinois Safe Routes To School Program.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried.
