MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 28, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 28, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

VI. CORRESPONDENCE

Received an email from the Staunton Volunteer Fire Department requesting to close Wood Street from Pearl to Mill Street on Sunday, September 24th from 11:30 A.M. to 4:30 P.M. for an Open House.


The 7th Annual Gold Star Mission GS500 Bicycle Event will be coming through Staunton on Wednesday, September 20th between 8:00 and 8:30 A.M. They will be making a brief stop at the VFW Post #1241. The 500-plus mile ride across the state honors and preserves the memories of fallen heroes.


Received an email from the Staunton Chamber of Commerce requesting to close Main Street from Edwardsville Street to Union Street on Friday evening, December 1st from 3:00 to 9:00 and Saturday, December 2nd from 6:00 A.M. to 2:00 P.M. for the Christmas Tree Lighting and Snack with Santa. They are also asking to keep Main Street closed from Wood Street to Elm Street at 9:00 P.M. on December 1st, and remain closed all night long.


Received an email from Dana Neuhaus, representing the Staunton High School Post Prom Committee, requesting permission to hold a “5K Holiday Hustle” run on Saturday, December 2nd. The run would begin at 8:30 A.M. and end by 10:30 A.M., however set-up for the race will begin at 7:00 A.M. that morning. A copy of the map for the race is attached to the agenda packet.


VII. TREASURER’S REPORT

VIII. CITY CLERK’S REPORT

The on-site work for the Annaul Fiscal Year Audit has been completed by C. J. Schlosser and Company. The complete audit should be finished by early October.


The City Clerk’s Office will be closed on Monday, September 4th in observance of the Labor Day holiday. All public works employees, except one water treatment plant employee, will be off that day as well.

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to grant request from the Staunton Volunteer Fire Department to close Wood Street from Pearl to Mill Street on Sunday, September 24th from 11:30 A.M. to 4:30 P.M. for an Open House. At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.

Motion by Tipler, seconded by Dias to approve Quote from Gillihan Concrete for sidewalk at the Pickleball Court iin the amount of $6,200.00. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, McKee. Nayes: None. Absent: None. Motion carried.


FINANCE–

Motion by Tipler, seconded by Dias to approve renewal of City of Staunton Employee Dental, Life, Vision and AD&D Insurance from CBIZ Benefits & Insurance Services of Illinois effective November 1, 2023, at a renewal rate of $58.23 per employee, per month (Principal Insurance Co.). At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.

WATER-

Nothing to report.


STREET / SEWER

Motion by Machota, seconded by Tipler to approve Estimate #004458 from E J Equipment for a TurboJet Root Cutter in the amount of $4,025.00. This will be paid from line item 52.43.831.0. At Roll Call Vote – Ayes: Machota, McKee, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.

PERSONNEL –

Motion by Dias, seconded by Manning to hire Patricia Apponey as part time Office Administrative Assistant in the City Clerk’s Office. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: None. Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2213 Approving A Charity Roadblock By The Staunton Knights Of Columbus To Conduct Their Annual Tootsie Roll Drive At The Intersection Of Main And Route 4 And Main And Union (September 23, 2023). At Roll Call Vote – Ayes: Dias, Berg, Machota, McKee, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Dias to approve Ordinance #2215 Approving A Charity Roadblock By Adopt A Pet To Conduct Their Macoupin County Wide Drive At The Intersection Of Main And Route 4 And Main And Union (October 14, 2023). X. UNFINISHED BUSINESS—

Mayor Neuhaus stated that despite the weather this past Saturday, the Ribfest went

well. Some of the rib cookers offered some suggestions for next year’s event. It

was a bit of a struggle for some of the vendors due to the weather and attendance

being down. The event closed an hour earlier than planned due to the weather.
