MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 8, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 8, 2022


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

VI. CORRESPONDENCE


The Staunton Area Emergency Management Council (SAEMC) is made up of 13 entities within Staunton who meet monthly to provide advice and coordination on emergency prevention, mitigation, preparedness, response, and recovery actions and activities.


The SAEMC will be conducting an Active Shooter Table Top Exercise on Wednesday, August 10th at the Staunton Public School.


Our active shooter table top will simulate an emergency situation in a low stress environment. Participants discuss scenarios presented and general problems and procedures in the context of response to a specific incident.


Also, in honor of National Preparedness Month (September) we will be holding our Safety Fair on Saturday, September 10th 10am-1pm (rain out date of October 1st) at NET Community Church.

We will have inside and outside exhibitors to help prepare our community for emergencies before they occur. Extensive resources and trained personnel with hands on activities will be on site for this event. The public is welcome and this is a free event. We look forward to seeing our community on Sept 10th!

Auditors from C.J. Schlosser & Co. will be in the City Clerk’s Office on Monday, August 15th to perform their site work for the fiscal year audit.

PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Dias to renew contract with Christmas Décor Systems for Main Street Holiday Lighting at a cost of $3,500.00 per year for three year contract. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.


FINANCE–

Motion by Moore, seconded by Johnson to accept bid from Da-Com Corporation for copiers/printers for the City Clerk’s Office, Police Department and Public Works Building in the amount of $14,851.00. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Moore, seconded by Dias to renew health insurance for City of Staunton full time employees from CBIZ Benefit & Insurance Services of Illinois (Blue Cross / Blue Shield of Illinois), effective October 1, 2022. The monthly renewal premium will be $931.80 per employee, per month. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Moore, seconded by Dias to approve renewal of City of Staunton Employee Dental, Life, Vision and AD&D Insurance from CBIZ Benefits & Insurance Services of Illinois effective November 1, 2022, at a renewal rate of $55.58 per employee, per month (Principal Insurance Co.). At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks, Plenske. Motion carried.


WATER-

Motion by Moore, seconded by Scanzoni to approve Quote from Keeley Restoration for dam repair and maintenance in the amount of $6,550.00. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks, Plenske. Motion carried.

At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Machota, Moore. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to approve Ordinance #2169 Approving A Charity Roadblock By V.F.W. Post #1241 At The Intersection Of Main And Route 4 And Main And Union (August 26 & 27, 2022). At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Moore, Scanzoni. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to waive 1st reading of Ordinance #2170 Approving An Agreement With Gillespie-Benld Area Ambulance Service, Inc., On Behalf Of The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Dias, Johnson, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to approve Ordinance #2170 Approving An Agreement With Gillespie-Benld Area Ambulance Service, Inc., On Behalf Of The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.

1st reading of Ordinance #2171 Approving The Intergovernmental Agreement To Transfer Real Property From The State Of Illinois, Illinois Department Of Natural Resources, To The City Of Staunton


Motion by Dias, seconded by Moore to approve Resolution #2022-16 Authorizing The Execution Of A Redevelopment Agreement With Bart And Patti Brauer. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.
