MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 9, 2021


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 9, 2021


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

FINANCE–

Motion by Moore, seconded by Scanzoni to renew health insurance for City of Staunton full time employees from CBIZ Benefit & Insurance Services of Illinois (Blue Cross / Blue Shield of Illinois), effective October 1, 2021. The monthly renewal premium will be $905.72 per employee, per month. This renewal rate is $16.00 less per employee from last years rate. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Wallace, Plenske. Motion carried.


Motion by Moore, seconded by Machota to pay Invoice #610658 to Sandberg Phoenix for Professional Services Rendered regarding the Gensing Creek Drainage Project in the amount of $3,211.47. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning. Nayes: Johnson, Hanks. Absent: Wallace, Plenske. Motion carried 4 Ayes; 2 Nayes.


Motion by Moore, seconded by Johnson to pay Invoice #759874 to Kerber, Eck & Braeckel for progress billing related to the annual City fiscal year audit in the amount of $10,000.00. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Johnson, Hanks. Nayes: None. Absent: Wallace, Plenske. Motion carried.

WATER-

Motion by Moore, seconded by Hanks to approve Vendor Agreement between the City of Staunton and Illinois Valley Economic Development establishing a relationship so they can offer assistance to low income households with water bills. Approving this Vendor Agreement will allow our residents to utilitze the program. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Johnson, Hanks, Machota. Nayes: None. Absent: Wallace, Plenske. Motion carried.

PUBLIC GROUNDS-

Motion by Machota, seconded by Scanzoni to approve acquisition of Real Property Parcel ID 01-001-254-01 from County Tax Sale at a price not to exceed $1,000.00. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Johnson, Machota. Nayes: Hanks. Absent: Wallace, Plenske. Motion carried 5 Ayes; 1 Naye.

Motion by Johnson, seconded by Moore to approve Resolution #2021-30 Accepting Bid For Surplus Real Estate Located Adjacent To 302 West Seventh Street, Staunton, Illinois And Authorizing Its Sale. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Wallace, Plenske. Motion carried.


Motion by Johnson, seconded by Manning to approve Resolution #2021-31 Approving A Transmission Easement In Favor Of Ameren Illinois Company For The Purpose Of Improvements To Its Wood River To North Staunton Transmission Lines. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Wallace, Plenske. Motion carried.
