MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, DECEMBER 22, 2025
I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, December 22, 2025.
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:
City Clerk Stiegemeier called roll with the following persons:

V. GUESTS
William Schmitz, co-owner of Cash Out Gaming, addressed the council with concerns that he has with the updated Liquor Code for the City of Staunton. One of his biggest concerns was that the code states that the licensee will be limited to selling one drink per hour to any individual for consumption on the premises. Mr. Schmitz was told that this was taken from the guidelines of the State of Illinois Gaming Board.
VI. CORRESPONDENCE
Received a letter from Concordia Hall requesting to close South Union Street from 4th to 6th Street for the annual McKay Auto Parts Make-A-Wish Car Show. The event will be held May 9, 2026 and they are asking to close the street from 8:00 A.M. to 8:00 P.M.
VII. TREASURER’S REPORT
Certificate of Deposit recently cashed in at Bank of Springfield:

VIII. CITY CLERK’S REPORT
The mandatory Sexual Harassment Training for the State of Illinois must be completed by December 31st. This is a requirement for all elected officials and City employees. Please turn your Certificate of Participation in to me prior to that date.
The City Clerk’s Office will be closed, and Public Works Employees will be off on December 24th and 25th, as well as January 1st for the upcoming Christmas and New Year holidays.
IX. COMMITTEE REPORTS
PUBLIC HEALTH & SAFETY -
Motion by Frank, seconded by Manning to approve request from Concordia Hall to close South Union Street from 4th to 6th Street on Saturday May 9, 2026, from 8:00 A.M. to 8:00 P.M, for the annual McKay Auot Parts Make-A-Wish Car Show. At Roll Call Vote – Ayes: Berg, Bagaglio, McKee, Tipler, Manning, Frank. Nayes: None. Absent: Machota. Motion carried.
PARK & CIVIC IMPROVEMENT –
Motion by Berg, seconded by Tipler to pay Macoupin County Collector for property taxes at 18476 Windy Hill Road in the amount of $1,078.05. At Roll Call Vote – Ayes: Bagaglio, McKee, Tipler, Manning, Frank, Berg. Nayes: None. Absent: Machota. Motion carried.
FINANCE–

WATER-.
Motion by Bagaglio, seconded by McKee to approve Bid Number 5022570 from Midwest Municipal Supply for materials to be used on the West 6th Street Water Main Extension Project in the amount of $16,549.05. At Roll Call Vote – Ayes: Bagaglio, McKee, Tipler, Manning, Frank, Berg. Nayes: None. Absent: Machota. Motion carried.
Motion by Bagaglio, seconded by Tipler to approve Renewal Quote with Hach Co. for annual maintenance at the water treatment plant in the amount of $13,223.00. Starting date is January 1, 2026 and end date is December 31, 2026. At Roll Call Vote – Ayes: McKee, Tipler, Manning, Frank, Berg, Bagaglio. Nayes: None. Absent: Machota. Motion carried.

Motion by Frank, seconded by Manning to approve Ordinance #2318 Amending And Replacing The Liquor Code For The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Manning, Frank, Berg, Bagaglio, McKee, Tipler. Nayes: None. Absent: Machota. Motion carried.
Motion by Frank, seconded by Manning to approve Resolution #2025-33 A Resolution Of The City Of Staunton Adopting The 2025 Macoupin County Multi-Jurisdictional All Hazards Mitigation Plan. At Roll Call Vote – Ayes: Frank, Berg, Bagaglio, McKee, Tipler. Nayes: None. Absent: Machota. Motion carried.
