MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, DECEMBER 8, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, December 8, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, Ben Frank, Kristy Berg, Ryan Machota,  Anthony Bagaglio, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

PUBLIC HEALTH & SAFETY  -

 

Motion by Frank, seconded by Manning to approve Quote from Utilitra for license plate readers, surveillance cameras and installation equipment and supplies at a cost not to exceed $63,000.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

 

Motion by Berg, seconded by Tipler to approve Renewal Quote  from Midwest Turf Management for Spring and Fall Weed Control at the soccer fields and baseball fields in the amount of $3,660.00 per year ($1,830.00 per treatment).  This quote is a two year quote.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

WATER-

 

Motion by Bagaglio, seconded by McKee to approve Quote #182395 from Ditch Witch for a piercing / boring tool in the amount of $5,599.16.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

STREET / SEWER

            PUBLIC GROUNDS-

            TOURISM –

 

Nothing to report.

 

PERSONNEL –

 

Motion by Frank, seconded by Manning to approve Christmas bonuses to City Employees as follows:

            $250.00 to Department Heads

            $150.00 to Full Time Employees

            $100.00 to Part Time Employees with more than 250 hours per year.

            At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota,

            Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried.

            JUDICIARY—

  

1st reading of Ordinance #2318 Amending And Replacing The Liquor Code For

XI.     NEW BUSINESS-

 

           The mandatory annual Sexual Harassment Training must be completed by all elected

           City Officials and City Employees.  This must be done by December 31, 2025 and all

           Certificates of Participation should be turned in to City Clerk Stiegemeier prior to the

           end of the year. 

 

XII.    EXECUTIVE SESSION—

 

     No Executive Session was held.

 

XIII.  MOTIONS FROM EXECUTIVE SESSION –

XIV.   ADJOURNMENT

           

With no further business to discuss, Councilmember Tipler, seconded by Councilmember Manning to adjourn at 7:05 P.M.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent: None.  Motion carried.
