MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, FEBRUARY 10, 2025

I.          CALL TO ORDER:

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, February 10, 2025.

II.        PLEDGE OF ALLEGIANCE:

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 III.      ROLL CALL:

            City Clerk Stiegemeier called roll with the following persons:

We received a thank you note from the Staunton Public Library Board, thanking the City for allowing them to host their Author Presentation event at the Community Center.  It ended up being a very popular event with a large crowd in attendance.

PUBLIC HEALTH & SAFETY  -

Motion by Manning, seconded by McKee to pay Invoice #26121925-012725 to Southwestern Illinois College for Police Academy Training for newly hired police officer Shailen Conlee in the amount of $7,634.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning, seconded by Dias to pay Invoice #INUS301786 to Axon Enterprise, Inc. for tasers for the police department in the amount of $15,665.60.  A reimbursement check was received from ILEAS for a Taser Grant Reimbursement to cover the cost of the tasers.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Manning, seconded by Dias to pay Invoice #INUS320419 to Axon Enterprise, Inc. for the annual payment on police car cameras in the amount of $4,618.01.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

            PARK & CIVIC IMPROVEMENT –

            Nothing to report.

FINANCE–

Nothing to report.

WATER-

Motion by Berg, seconded by Dias to authorize the purchase of a replacement utility truck at a cost not to exceed $30,000.00.  This would be paid from budget line item 51.42.840.0.   At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Berg, seconded by McKee to purchase pipe and fittings for the Henry Street from Walnut to Hibbard Street water main project (budget line item 51.42.862.1).  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Berg, seconded by Manning to purchase pipe and fittings for the Mill Street from Union to Hackman Street water main project (budget line item 51.42.863.1).  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Berg, seconded by Dias to pay Invoice #24-0228 to Blankenship Construction Co. for pipe welding/fusion on the Hermann Road #7 Mine Lane Road Water Main Project in the amount of $2,472.00.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

STREET / SEWER

Motion by Machota, seconded by Dias to pay Invoice #5614483 to Vandevanter Engineering for Annual Maintenance Service Contract for the Main Lift Station in the amount of $5,515.00.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Machota, seconded by Dias to pay Invoice #5614484 to Vandevanter Engineering for Annual Maintenance Service Contract for the Small Flygt Lift Stations in the amount of $3,282.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Dias, seconded by Manning to allow Police Chief Jeff Doerr to carry over 80 hours of accumulated vacation time and to approve paying Police Chief Jeff Doerr 80 hours of accumulated vacation time.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.
