MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, FEBRUARY 24, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, February 24, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

Motion by Manning, seconded by Dias to pay Invoice #416978 to Leads Online for annual Total Track Investigation System Service Package in the amount of $1,801.00.  The service dates are May 1, 2025 through April 30, 2026.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.

  

            PARK & CIVIC IMPROVEMENT –

FINANCE–

 

Motion by Tipler, seconded by McKee to pay Invoice #902439 to Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $2,347.03.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

WATER-.

 

Motion by Berg, seconded by Dias to pay Partial Pay Estimate #2 from Haier Plumbing for Ward 3 Water System Improvements Project in the amount of $88,475.87.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by McKee to pay Invoice #9909 from PSC Engineering for Resident Inspection on the Ward 3 Water System Improvements Project in the amount of $16,328.00.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias to pay Invoice #S1225168.001 to Schulte Supply for stock Radio Read Water Meters in the amount of $9,898.50.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias to accept low bid from Midwest Municipal Supply for materials to be used on the Henry Street from Walnut to Hibbard Street Water Main Project in the amount of $50,387.50.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Berg, seconded by Dias to accept low bid from Midwest Municipal Supply for materials to be used on the Mill Street from Union to Hackman Street Water Main Project in the amount of $59,887.24.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias to accept bid from Schulte Supply, Inc. for fire hydrants to be used on the Henry Street and Mill Street Water Main Projects in the amount of $14,625.00.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

    

STREET / SEWER

 

Motion by Machota, seconded by Tipler giving Mayor Neuhaus authority to sign documents closing out the 2024 M.F.T. Program.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Machota, seconded by Manning to approve Resolution for 2025 M.F.T. Maintenance Program in the amount of $239,720.00.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Machota, seconded by Tipler to pay Invoice #128556 to Fehr Graham Engineering & Envinronmental For Design, Bidding and Construction Services rendered on the North Street Lift Station & Force Main Project in the amount of $39,000.00.  This will be paid from Budget Line Item 52.43.898.0.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning seconded by Dias to approve Ordinance #2271 Approving A Pre-Annexation Agreement With Robert Heepke Regarding Property Located At 9223 Albrecht Rd., Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Manning, seconded by McKee to approve Ordinance #2272 Approving A Pre-Annexation Agreement With Damian Bernardini & Peggy Flinn Regarding Property Located At 9224 Albrecht Rd., Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2273 Approving A Pre-Annexation Agreement With Andrew & Bridget Reising Regarding Property Located At 9236 Albrecht Rd., Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Ordinance #2274 Approving A Pre-Annexation Agreement With Jeremy Hudson Sr. & Tammy Hudson Regarding Property Located At 3103 Sugar Shack Lane, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2275 Approving A Pre-Annexation Agreement With Darren & Rebecca Hanner Regarding Property Located At 1706 Herman Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2276 Approving A Pre-Annexation Agreement With Stevie Bof Regarding Property Located at 1725 Herman Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Ordinance #2277 Approving A Pre-Annexation Agreement With Wesley & Camie Adamick Regarding Property Located At 1947 #7 Mine Lane, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.
