MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JANUARY 10, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, January 10, 2022


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, David Dias, Rick Johnson, Randy Hanks, Ryan Machota, John Moore and Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Alderman Jeff Scanzoni, City Attorney Phil Lading and Police Chief Jeff Doerr.

NOT ATTENDING: Alderman Chad Plenske and City Treasurer Cindy Pirok.

Wood Street from Henry to Spring Street

Union Street from Henry to Spring Street

Hoxsey Street from Spring to Panhorst

And to close Henry Street from Wood to Union Street

VIII. CITY CLERK’S REPORT

As of this time, the City of Staunton has three licensed residential trash haulers. They are Robert Sanders Waste Systems, DC Waste & Recycling and Republic Services, Inc. Flowers Sanitation sold out to Republic Services and as of this time Waste Management has not submitted their application and fee.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Johnson to approve request from Zion Lutheran Church’s Men’s Club to make the following streets one way for their annual Sausage Supper on February 6, 2022 from 10:00 A.M. to 6:00 P.M.:

Wood Street froom Henry to Spring Street

Union Street from Henry to Spring Street

Hoxsey Street from Spring to Panhorst Street

And to close Henry Street from Wood to Union.

At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Moore, Scanzoni, Manning,

Dias. Nayes: None. Absent: Plenske. Motion carried.

PARK & CIVIC IMPROVEMENT –

Nothing to report.


FINANCE–

Motion by Moore, seconded by Dias to renew Maintenance Quote from Esri, Inc. for software maintenance in the amount of $400.00, with a start date of March 1, 2022 and an end date of February 28, 2023. This will be split evenly between street, sewer and water. At Roll Call Vote – Ayes: Hanks, Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Plenske. Motion carried.

PUBLIC GROUNDS-

PERSONNEL –

Motion by Johnson, seconded by Moore approving water treatment plant employee Ed Rothgangel to carry over 40 hours of vacation time. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson, Hanks. Nayes: None. Absent: Plenske. Motion carried.


Motion by Johnson, seconded by Moore to approve advertising for new water treatment plant employee. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Hanks, Machota. Nayes: None. Absent: Plenske. Motion carried.


Motion by Johnson, seconded by Dias to approve hiring Tonya Whaley as full time City Clerk’s Office Administrative Assistant / Zoning Administrator. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Hanks, Machota, Moore. Nayes: None. Absent: Plenske. Motion carried.

XI. NEW BUSINESS-

Alderman Johnson stated that he had the opportunity to recently utilize “Restart”, a

program that helps individuals with life challenges. They were able to help this

individual by getting them in a residential rehabilitation facility in Springfield, IL in

just a matter of a couple of days. The folks from “Restart” are willing to come and

give a presentation to the Council in a meeting in the future.

With no further business to discuss, Councilmember Scanzoni, seconded by Councilmember Moore to adjourn at 7:08 P.M. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Hanks, Machota, Moore, Scanzoni. Nayes: None. Absent: Plenske. Motion carried.
