MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JANUARY 22, 2024

 

I.          CALL TO ORDER:

 

            Mayor Pro-Tem Terry Tipler called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, January 22, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Pro-Tem Terry Tipler led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota,  Terry Tipler,  City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok and Public Works Director Mike Kuethe.

 

            ELECTRONIC ATTENDANCE:  City Attorney Phil Lading.

 

            NOT ATTENDING:  Mayor Craig Neuhaus, Alderman Matthew McKee and Police Chief Jeff Doerr.

VI.      CORRESPONDENCE

 

Received a letter from Christian Hasselberg, the Tour de Donut Race Coordinator on behalf of the Boeing Employees Bicycle Club, thanking the City of Staunton for all of their efforts in support of their annual race, along with a $2,700.00 donation.  A copy of the letter is attached to the agenda packet.

VIII.   CITY CLERK’S REPORT

 

The City of Staunton has two licensed trash haulers for the current year.  They are DC Waste & Recycling and Republic Services.  DC’s rate is $24.00 per month and Republic Service’s rate if $51.00 per quarter, and these rates are in effect until the end of the calendar year.   The rate sheet showing contact information is attached to the agenda packet.  If you are being charged incorrectly, please contact your trash hauler directly as the Clerk’s Office cannot discuss an individual’s account with your trash hauling company.

PUBLIC HEALTH & SAFETY  -

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by Dias to accept Bid from Cenpro Services, Inc. for asbestos removal and disposal at property located at 317 East 5th Street in the amount of $3,600.00.  At Roll Call Vote – Ayes:  Berg, Machota, Tipler, Manning, Dias.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Berg, seconded by Dias to approve Quote from Midwest Turf Management for annual Weed Control and Fertilizer at the Soccer Fields and Little League Baseball Fields.  This is a two year contract with the fixed cost being $3,166.00 per year.  At Roll Call Vote – Ayes:  Machota, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

FINANCE–

WATER-

 

Motion by Berg, seconded by Manning to approve Quote from Flo-Systems for pump rebuild/repairs at a cost not to exceed $8,000.00.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

STREET / SEWER

 

Motion by Machota, seconded by Dias to approve Quote #1021161 from Brandon Industries, Inc. for a street light replacement at Canadian Crossing Subdivision in the amount of $1,559.00.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Machota, seconded by Dias to pay Invoice #5583496 to Vandevanter Engineering for Annual Maintenance Service Contract for Small Flygt Lift Stations in the amount of $3,282.00.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Machota, seconded by Dias to pay Invoice #5583495 to Vandevanter Engineering for Annual Maintenance Service Contract for the Main Lift Station in the amount of $5,515.00.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2229 Approving A Pre-Annexation Agreement With Janet F. Johnson Regarding Property Located At 9136 Renken Road, Staunton, Illinois But Not Physically Annexing The Property To The City’s Corporate Boundaried At This Time (PIN #12-2-04-11-12-201-002 / Madison County).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2230 Granting A Zoning Amendment And Setback Variance For Real Property Located At 407 S. Hibbard, Street, Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried.
