MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JANUARY 8, 2024

 

I.          CALL TO ORDER:

 

            Mayor Pro-Tem Terry Tipler called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, January 8, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Pro-Tem Terry Tipler led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Matthew McKee and Terry Tipler, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok,  Public Works Director Mike Kuethe and Police Chief Jeff Doerr. 

 

            NOT ATTENDING:   Mayor Craig Neuhaus.

Union Street from Henry to Spring Street

Hoxsey Street from Spring to Panhorst

And to close Henry Street from Wood to Union Street

Motion by Manning, seconded by Dias to approve request from Zion Lutheran Church’s Men’s Club to make the following streets one way for their annual Sausage Supper on February 4, 2024 from 10:00 A.M. to 5:00 P.M.:

Wood Street froom Henry to Spring Street

Union Street from Henry to Spring Street

Hoxsey Street from Spring to Panhorst Street

And to close Henry Street from Wood to Union.

At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:

None.  Absent:  None.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by Manning to pay Invoice #43231 to Environmental Operations, Inc. for Inspection and Sample Analysis on the property at 317 E. Fifth Street in the amount of $1,631.54.  This will be paid from line item 35.61.916.0.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

WATER-

 

Motion by Berg, seconded by Dias to accept Bid # 5015723 from Midwest Municipal Supply for the Easton Street 12” Water Main Replacement Project (from Leonard to Main Street) in the amount of $111,828.22.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias to accept Bid # 5015725 from Midwest Municipal Supply for the Schaefer Road Water Main Replacement Project in the amount of $15,133.85.  At Roll Call Vote – Ayes:   Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

 

Motion by Berg, seconded by Dias to accept Quote #S1208444 from Schulte Supply, Inc. for fire hydrants to be used on the Easton Street Water Main Replacement Project in the amount of $10,700.00.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning, seconded by Dias  to waive 1st reading of Ordinance #2227 Approving The Vacation Of An Easement On Property Located At 1402 West Frontage Road, Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2227 Approving The Vacation Of An Easement On Property Located At 1402 West Frontage Road, Staunton, Illinois.  At Roll Call Vote – Ayes:   Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2228 Approving An Intergovernmental Agreement Between The City Of Staunton And Staunton Township Road District Regarding Equipment And Work Sharing.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.
