MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JULY 24, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 24, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

Certificates of Deposit recently matured and cashed in at Bank of Springfield:

VIII. CITY CLERK’S REPORT

I received an email from Kevin Tepen with C.J. Schlosser informing us that they will be in the office starting on August 14th to begin their on site work for the Fiscal Year Audit.

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to approve email Quote from Advanced Communications for Radio System maintenance in the amount of $1,226.00. At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Dias to pay Invoice dated June 1, 2023 from West Central Illinois Criminal Justice Council for Mobile Training Unit 9 annual dues in the amount of $1,175.00 (effective July 1, 2023 – June 30, 2024). At Roll Call Vote – Ayes: Machota, McKee, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Dias to pay Invoice #23C-166 to Brownlee Data Systems for annual Village Police Maintenance Agreement in the amount of $1,800.00 (8/5/2023 through 8/4/2024). At Roll Call Vote – Ayes: McKee, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.


PARK & CIVIC IMPROVEMENT –

Motion by Tipler, seconded by Manning to approve request from Staunton Public Library Director, Julie Jarman, to use the South Water Tower Park on Thursday, August 3rd from 10:00 A.M. to 2:00 P.M. with the park rental fee being waived. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, McKee. Nayes: None. Absent: None. Motion carried.


FINANCE–

Motion by Tipler, seconded by Manning to renew health insurance for City of Staunton full time employees from CBIZ Benefit & Insurance Services of Illinois (Blue Cross / Blue Shield of Illinois), effective October 1, 2023. The monthly renewal premium will be $953.21 per employee, per month. At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Dias to approve revised Quote #32960 from Illini Tech Services for computer communication from the chemical room to the Scada System in the amount of $2,230.00. This was approved at the July 10th City Council Meeting for $1,965.00, however, there was only one Access Point included in that quote, and a second one is required in order to make this work. At Roll Call Vote – Ayes: Machota, McKee, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Dias to pay Invoice #785446 from Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $2,611.85. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Dias to pay Invoice #115473 from Fehr Graham for for Professional Services rendered regarding the North Street Lift Station and Force Main Project in the amount of $1,348.50. At Roll Call Vote – Ayes: Dias, Berg, Machota, McKee, Tipler, Manning. Nayes: None. Absent: None. Motion carried.

WATER-

Motion by Berg, seconded by Dias to pay Invoice #916121714 to Kaeser Compressors for Annual Maintenance on the lake compressor in the amount of $2,682.34. At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Berg, seconded by Dias to pay Claim #5232X to Ameren Illinois for damage billing occurring at 929 North Easton Street in the amount of $2,014.46. At Roll Call Vote – Ayes: Machota, McKee, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.

Motion by Manning, seconded by Tipler to waive 1st reading of Ordinance #2212 An Ordinance Of The City Of Staunton, Macoupin County, Illinois, Authorizing And Providing For A $1,900,000 Promissory Note For The Purpose Of Providing Interim Contruction Financing To Pay Costs Incurred By The City For Work Associated With The Replacement Of The Gensing Creek Box Culvert, Prescribing The Details Of The Note, And Providing For The Security And Means Of Payment Of The Note. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, McKee, Tipler. Nayes: None. Absent: None. Motion carried.
