MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JULY 25, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 25, 2022.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Johnson to pay Invoice dated July 8, 2022 from West Central Illinois Criminal Justice Council for Mobile Training Unit 9 annual dues in the amount of $1,150.00 (effective July 1, 2022 – June 30, 2023). At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Plenske. Motion carried.


Motion by Manning, seconded by Johnson to pay Invoice #22C-52 to Brownlee Data Systems for annual Village Police Maintenance Agreement in the amount of $1,800.00 (8/5/2022 through 8/4/2023). At Roll Call Vote – Ayes: Hanks, Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Plenske. Motion carried.


PARK & CIVIC IMPROVEMENT –

Motion by Machota, seconded by Dias to approve demolition of condemned structure at 222 S. Edwards Street at a cost not to exceed $5,000.00. This will be paid from line item 35.61.916.0. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: Hanks. Absent: Plenske. Motion carried 6 Ayes; 1 Naye.


FINANCE–

Motion by Moore, seconded by Scanzoni to approve proceeding with sidewalk project on Miller Street from Deneen to Franklin Street, at a cost not to exceed $15,000.00, as budgeted. This will be paid from line item 56.45.893.1. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: Hanks. Absent: Plenske. Motion carried 6 Ayes; 1 Naye.


WATER-

Motion by Moore, seconded by Johnson to pay Invoice #2044475 from Midwest Municipal Supply for the balance of materials used on the Streeb Lane water main project in the amount of $2,424.52. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Hanks, Machota. Nayes: None. Absent: Plenske. Motion carried.

PERSONNEL –

Motion by Dias, seconded by Johnson to hire Jeffery W. Schoen as full time police officer per recommendation by the Staunton Police Commission. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Hanks, Machota, Moore. Nayes: None. Absent: Plenske. Motion carried.

Motion by Manning, seconded by Johnson to approve Ordinance #2167 Approving A Pre-Annexation Agreement With Timothy & Wendi Rose Powell Regarding Property Located At 9335 Renken Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time (PIN #12-2-04-01-00-000-031). At Roll Call Vote – Ayes: Manning, Dias, Johnson, Hanks, Machota, Moore, Scanzoni. Nayes: None. Absent: Plenske. Motion carried.
